The following measure(s) has been ADDED to the agenda: HB302
RELATING TO HEALTHCARE PRECEPTORS. Expands the definitions of "preceptor" and "volunteer‑based supervised clinical training rotation" to improve accessibility for providers to receive income tax credits for acting as preceptors, including removing "primary care" from the criteria to qualify as a preceptor. Adds dieticians, physician assistants, and social workers to the list of preceptors and eligible students. Expands eligibility for the tax credit to include accredited residency programs that require preceptor support. Adds the Director of Health and residency programs with eligible students to the Preceptor Credit Assurance Committee. Applies to taxable years beginning after 12/31/2025.

RELATING TO CIGARETTE TAXES. Beginning 7/1/2025, increases the cigarette tax and amends the cigarette tax disposition of revenues by allocating the increase in the cigarette tax amount to the Hawaii Cancer Research Special Fund.

RELATING TO TELEHEALTH. Updates the State's laws on telehealth services to conform with federal Medicare regulations. Requires the Insurance Commissioner to report to the Legislature on reimbursements claimed in the previous year for certain telehealth services. Repeals the sunset date of Act 107, Session Laws of Hawaii 2023.

RELATING TO HEALTH. Establishes the Health Infrastructure Grant Program within the Department of Health, to be administered by the State Health Planning and Development Agency, to support health information technology infrastructure and the implementation of interoperable health information technologies in federally qualified health centers, rural health clinics, Ryan White HIV/AIDs program centers, and Native Hawaiian health centers. Appropriates funds for the grant program.

RELATING TO CANNABIS. Repeals the requirement that a provider-patient relationship be established in person. Allows applicants or primary caregivers to temporarily purchase medical cannabis after the submission of the applicant's certification form.

RELATING TO THE MEDICAL USE OF CANNABIS. Repeals registration requirements relating to qualifying out‑of‑state medical cannabis patients who are validly registered in other states, United States territories, or the District of Columbia. Repeals language requiring an initial in‑person consultation before physicians and advanced practice registered nurses may make medical cannabis treatment recommendations via telehealth. Prohibits the Department of Health from imposing fees for patients' medical cannabis registration certificates.

RELATING TO DOULAS. Requires any person providing doula services for compensation or representing or advertising themselves as a certified doula to register with the Director of Commerce and Consumer Affairs. Establishes certain rights for certified doulas, including being present during delivery and in any recovery rooms, if requested by the client. Requires the Director to maintain a link to the registry on the Department of Commerce and Consumer Affairs' website. Effective 1/1/2026.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony received after this time will be stamped late and left to the discretion of the chair to consider. While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.
Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
The chair may institute a per-testifier time limit.
Committees meeting in the morning must adjourn prior to the day's Floor Session. Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments. However, written submissions will be considered by the committee.
Please refrain from profanity or uncivil behavior. Violations may result in ejection from the hearing without the ability to rejoin.
For remote testifiers, the House will not be responsible for bad connections on the testifier's end.
