This briefing aims to address the April 2024 audit and concerns regarding Foster Care by Child Welfare Services (CWS). This hearing is a follow up on the November 21st, 2024 informational briefing in light of recent events. The goal is to ensure strategies to improve recruitment, and strengthen the CWS system's effectiveness.

Please note that each presenter will have fifteen minutes to present so that there will time for questions and answers.

 

Agenda:

      I.        Overview from Complaint to Permanency of a Child Abuse Case

a.     Issues need to be addressed; Long Term Vacancy/ Shortage of Social Workers and Foster Parents

     II.        Oversight Issues after permanency.

a.     Attorney General – Constitutionality of inspections after Adoption/Guardianship

b.     DOE – Homeschooling/Access to Mandated Reporters

   III.        Update on Recruitment of NGO’s, Foster Families & Social Workers

a.     Issues regarding insurance, lack of NGO’s willingness to provide oversight.

b.     DHS plans on increasing recruitment of Social Workers, Foster Parents/Resource Caregivers.

   IV.        Changes – Whether Oversight Commission Needed

    V.        Questions/Federal Issues
