RELATING TO PHARMACY. Beginning 1/1/2026, requires pharmacy technicians to be registered. Imposes a duty on pharmacists-in-charge to report violations conducted by registered pharmacy technicians. Specifies that supervising registered pharmacists are responsible for the actions of registered pharmacy technicians and pharmacy interns. Effective 7/1/3000. (HD2)

RELATING TO PEER SUPPORT PROGRAMS. Appropriates funds for the Family Health Services Division of the Department of Health to establish and oversee peer-to-peer support programs for children from birth to age five and their families, including the establishment of program specialist positions. RELATING TO HEALTH. Requires utilization review entities to submit data relating to the prior authorization of health care services to the State Health Planning and Development Agency. Establishes timelines for the approval of prior authorization requests for urgent and non-urgent health care services. Establishes the Health Care Appropriateness and Necessity Working Group within the State Health Planning and Development Agency. Effective 7/1/3000. (HD2)

RELATING TO HEALTHCARE PRECEPTORS. Expands the definitions of "preceptor" and "volunteer-based supervised clinical training rotation" to improve accessibility for providers to receive income tax credits for acting as preceptors, including removing "primary care" from the criteria to qualify as a preceptor. Adds dietitians, physician assistants, and social workers to the list of preceptors and eligible students. Expands eligibility for the tax credit to include accredited residency programs that require preceptor support. Adds the Director of Health and residency programs with eligible students to the Preceptor Credit Assurance Committee. Applies to taxable years beginning after 12/31/2025. Effective 7/1/3000. (HD2)

RELATING TO THE ISSUANCE OF SPECIAL PURPOSE REVENUE BONDS TO ASSIST HAWAII ISLAND COMMUNITY HEALTH CENTER. Authorizes the issuance of special purpose revenue bonds to assist Hawaii Island Community Health Center to purchase or lease land on the island of Hawaii and develop primary care health care facilities. Effective 7/1/3000. (HD1)

RELATING TO COGNITIVE ASSESSMENTS. Establishes a Cognitive Assessments for Medicare Beneficiaries Pilot Program within the Executive Office on Aging. Requires the Executive Office on Aging to collaborate with a health care system for the pilot program, health care providers participating in the pilot program to submit certain information to the Executive Office on Aging, and the Executive Office on Aging to report de-identified aggregated data to the Legislature. Appropriates funds. Effective 1/1/3000. (HD1)

RELATING TO THE EXECUTIVE OFFICE ON AGING. Establishes a temporary Medi-Medi Project within the Hawaii State Health Insurance Assistance Program administered by the Executive Office on Aging to assist older adults, Medicare beneficiaries, individuals with disabilities, and other underserved populations who may qualify for various low-income subsidy programs to gain access to their benefits. Requires the Executive Office on Aging to submit reports to the Legislature. Appropriates funds. Effective 7/1/3000. (HD1)

RELATING TO A RATE STUDY FOR HOME HEALTH SERVICES. Appropriates funds for the Department of Human Services to conduct a rate study for Medicaid home health services in Hawaii. Effective 7/1/3000. (HD1)

RELATING TO CRISIS SERVICES. Expands the Crisis Intervention and Diversion Services Program to include at least two sites on the island of Oahu, including one program in an area with a disproportionate number of individuals with mental health conditions, substance use disorders, or homelessness. RELATING TO SOCIAL SERVICES. Clarifies that the monthly needs allowance afforded to individuals living in certain long-term care facilities is not intended to replace or affect funds received as a state supplemental payment for domiciliary care and shall be supplemental to any funds provided to a recipient as a state supplemental payment for domiciliary care. Effective 7/1/3000. (HD1)
