      Status & Testimony

RELATING TO SPEEDY TRIALS.

Creates a statutory right of victims and witnesses of sexual offenses under part V of chapter 707, Hawaii Revised Statutes, to a speedy trial in criminal cases involving adult defendants.  Requires the court and the prosecution to take appropriate action to ensure a prompt trial to minimize the length of time a child abuse victim or minor witness must endure the stress of the proceedings.

RELATING TO JURY DUTY.

Allows an advance practice registered nurse to claim exemption from service as a juror.

RELATING TO MEDICAL INFORMED CONSENT.

Requires the Hawaii Medical Board to establish standards for health care providers to ensure that a patient's consent to treatment is an informed consent.  Requires that informed consent for a proposed medical or surgical treatment or a diagnostic or therapeutic procedure shall be obtained before the day of that treatment or procedure.  Specifies that if the treatment or procedure is to occur on the same day it is scheduled, the informed consent shall be obtained at the time the decision is made to schedule that treatment or procedure.

RELATING TO CHIROPRACTIC.

Allows chiropractic students to engage in clinical practice as part of their college instruction if directly supervised by a licensed chiropractor.

SB 189

      Status & Testimony

RELATING TO BREAST CANCER SCREENING.

Expands coverage of breast cancer screening and imaging to include an annual mammogram for a woman of any age having an above-average risk for breast cancer, risk factor screening for women 30 years of age and older, and additional supplemental imaging for any woman, regardless of age, as deemed medically necessary by an applicable American College of Radiology guideline.

SB 191

      Status & Testimony

RELATING TO ENERGY ASSISTANCE.

Establishes the Hawaii low-income home energy assistance program within the Department of Human Services to assist low-income households in paying their energy bills.  Requires the Public Utilities Commission to assess ratepayers a percentage fee to fund the program.  Appropriates moneys.
