SB 161

      Status & Testimony

RELATING TO COUNTY PERMITTING AND INSPECTION.

Exempts state projects from county building permit, inspection, and certificate of occupancy requirements under certain conditions.  Requires counties to accept the dedication of state projects exempt from the county permitting process.  Prohibits state agencies responsible for state projects exempt from county building permit, inspection, and certificate of occupancy requirements from applying for county building permits.  Defines building permit, state agency, state lands, and state project.

      Status & Testimony

RELATING TO EMERGENCY MEDICAL RESPONSE.

No later than January 1, 2026, requires the Department of Accounting and General Services to install and maintain automated external defibrillators in all state buildings, including all public schools.  Requires DAGS to establish a Cardiac Emergency Response Plan and work with the counties to implement the plan into the counties' emergency service provider protocols.  Requires DAGS to provide trainings on the use of automated external defibrillators and the performance of cardiopulmonary resuscitation for state employees and security staff of certain state agencies.  Makes appropriations.

RELATING TO ENERGY EFFICIENCY.

Requires each state agency to expeditiously use energy efficient lighting.  Requires the Hawaii State Energy Office to provide technical assistance, survey state agencies for compliance, and submit the survey to the Legislature.  Requires a report to the Legislature.

SB 700

      Status & Testimony

RELATING TO RENEWABLE ENERGY.

Requires the Department of Accounting and General Services to assess the potential and feasibility of installing distributed energy resource systems at each state facility and submit reports to the Legislature detailing the department's findings.  Requires state facilities to implement and install the distributed energy resource systems detailed in the required reports no later than five years from the issue date of the reports.  Requires applicable agencies to assess the feasibility of developing resilience hubs that can provide emergency services and be open to the general public during times of emergency.  Assigns priority for the required state facilities' cost-effective energy efficiency measures to first responder facilities.

RELATING TO COMMUNITY OUTREACH BOARDS.

Defines community outreach board to mean a board established to serve in a community advisory capacity under a county commission or a county department.  Includes community outreach boards in existing provisions of the Sunshine Law relating to neighborhood boards.  Authorizes neighborhood board and community outreach board members to organize meetings or presentations related to official board business statewide.

RELATING TO PROCUREMENT.

Requires that any procurement change order that increases the contract cost by more than fifty per cent or substantially increases the scope of work be considered a new contract for procurement purposes.

RELATING TO LEGISLATIVE BUDGET OFFICE.

Establishes the legislative budget office to produce fiscal analyses and reports on bills impacting state or county finances.  Repeals the joint legislative budget committee and the office of the legislative analyst.  Appropriates funds.

SB 711

      Status & Testimony

RELATING TO GUBERNATORIAL APPOINTMENTS.

Requires a person appointed to serve in the executive branch to obtain the advice and consent of the Senate if that person's salary is greater than or equal to:  (1) The Governor's salary, if the person is appointed to serve in the Office of the Governor; or (2) The salary of the head of the principal department in which the person will serve.

SB 405

      Status & Testimony

RELATING TO NEIGHBORHOOD BOARD MEETINGS.

Allows neighborhood boards to discuss and receive information from third-party reports by any government official not included in a publicly noticed agenda.  Requires boards to make decisions on matters raised by third-party reports from any government official at a later meeting where the agenda gives notice of decision-making on the matter.

SB 1132

      Status & Testimony

RELATING TO CHILD CARE.

Requires the Department of Accounting and General Services to identify all state-owned buildings that have the space and capability to establish a child care center on its premises and establish and administer child care centers within the identified state-owned buildings, and procure a child care provider licensed under State law as an operator of the child care centers.  Beginning 1/1/2026, requires bids for state building construction and major state building renovation projects to include a designated area for a child care center.  Requires a report to the Legislature.

SB 381

      Status & Testimony

RELATING TO PUBLIC AGENCY MEETINGS.

Requires appointments and selections of heads of state divisions and agencies that require a board approval to be made through a publicly established process and timeline.  Requires the approval of the process and timeline to appoint or select a new head of a state division or agency to be determined in an open meeting.  Requires that votes to appoint or select heads of state divisions and agencies be conducted in an open meeting.  Provides that any vote to appoint or select a head of a state division or agency cast in violation of the foregoing shall be invalid.

SB 2

      Status & Testimony

RELATING TO TREES.

Requires the State, to the extent practicable, to plant fruit trees in new or renovated landscaping that includes trees.  Authorizes persons to harvest fruit from those fruit trees.  Provides that the State is not liable for any injuries or illnesses resulting from the harvesting or ingesting of fruit, including food-borne illness.

      Status & Testimony

RELATING TO HURRICANE RESISTANT CRITERIA.

Requires the State to consider hurricane resistant criteria when designing and constructing new state buildings, constructed on or after 7/1/2025, for the capability of providing shelter refuge.

      Status & Testimony

RELATING TO DISASTER PREPAREDNESS.

Requires all public buildings, including public school buildings, constructed after January 1, 2026, to be designed to withstand category five hurricanes and be used as shelters in the event of an emergency.

RELATING TO THE HAWAII FIRST RESPONDERS MEMORIAL.

Appropriates funds to the Department of Accounting and General Services to hire a consultant to evaluate potential locations and designs for the Hawaii First Responders Memorial.
