RELATING TO PROCUREMENT. Increases the procurement thresholds for small purchases.

RELATING TO SMALL PURCHASES. Increases the minimum amount for purchases constituting small purchase procurements from $25,000 to $50,000. Requires a report to the Legislature.

RELATING TO PROCUREMENT. Prohibits a procurement officer from disclosing a competing offeror's proposal or evaluation score, except the summary of scores, during a debriefing requested by a non-selected offeror. Authorizes the disclosure of a competing offeror's proposal or evaluation score after any protest is resolved and the contract is executed.

RELATING TO PROCUREMENT CONTRACTS. Requires all performance incentive contracts to specify a pricing basis, performance goals, and a formula in calculating the contractor's profit, fees, or price decrease if the specified performance goals are exceeded or not met. Allows moneys remaining in the contract budget after project completion to be divided between the State and contractor if the contractor has met or exceeded all performance goals specified in the contract.

RELATING TO PROCUREMENT. Requires the Procurement Policy Board to adopt rules requiring contracts to impose mandatory fines or provide for termination of a contract for default if a contractor fails to perform the contractor's duties or if there is a major delay in a deliverable. Requires each contract to establish a schedule of deliverables and to specify what constitutes a "major delay".

RELATING TO PROCUREMENT. Requires that any procurement change order that increases the contract cost by more than fifty per cent or substantially increases the scope of work be considered a new contract for procurement purposes.

RELATING TO LEGISLATIVE VACANCIES. Provides that if a state legislative vacancy occurs due to the death or permanent incapacitation of the prior incumbent before a primary election, but after the close of filing for that election, and the prior incumbent was the only person whose name appeared on any ballot for that seat for that election, the Governor's appointment of a replacement shall be valid for both the unexpired term and the next succeeding term.

RELATING TO STATE LEGISLATIVE VACANCIES. Establishes unspecified deadlines for the governor to appoint, and for political parties to nominate, individuals to fill certain state senatorial vacancies. Provides that if the Governor fails to appoint an individual to fill a state legislative vacancy by an applicable statutory deadline, the President of the Senate or the Speaker of the House of Representatives shall make the appointment within an unspecified number of calendar days after the deadline.

RELATING TO LEGISLATIVE BUDGET OFFICE. Establishes the legislative budget office to produce fiscal analyses and reports on bills impacting state or county finances. Repeals the joint legislative budget committee and the office of the legislative analyst. Appropriates funds.

RELATING TO GUBERNATORIAL APPOINTMENTS. Requires a person appointed to serve in the executive branch to obtain the advice and consent of the Senate if that person's salary is greater than or equal to: (1) The Governor's salary, if the person is appointed to serve in the Office of the Governor; or (2) The salary of the head of the principal department in which the person will serve.

RELATING TO GOVERNMENT. Establishes and appropriates moneys for a Select Commission on Government Restructuring. Requires an interim report and final report to the Legislature. Dissolves the Commission on 12/31/2027.

RELATING TO REGULATORY SUNSET REVIEW IN HAWAII. Establishes a regulatory review program overseen by the Department of the Attorney General to evaluate all Hawaii Administrative Rules adopted by state agencies and identify any rules that should be retained, modified or repealed. Requires each state agency to review 20 per cent of their rules every year and submit a report to the Department of the Attorney General. Automatically repeals administrative rules at the end of each 5-year review cycle for any state agency that fails to comply, unless the review cycle is extended by the Legislature. Requires the Department of the Attorney General to notify the Governor and Legislature of any noncompliance by a state agency, adopt rules, submit annual reports to the Legislature and Governor. Appropriates funds.

RELATING TO ADMINISTRATIVE RULES. Requires all state agencies adopting, amending, or repealing a rule to make the full text of the rules of the agency available on the website of the Office of the Lieutenant Governor in a digitally accessible and searchable format.

RELATING TO TELECOMMUNICATION. Requires the Comptroller to identify state office buildings that can provide equitable telecommunication access to allow certain residents, including residents with disabilities, to participate remotely in legislative hearings. Requires a report to the Legislature.

RELATING TO THE SUNSHINE LAW. Authorizes any member of a board to attend an informational meeting or presentation on matters relating to board business; provided that the meeting or presentation is not specifically and exclusively organized for or directed toward members of the board. Repeals the requirement of a subsequent report of attendance and the matters presented and discussed that related to board business at the informational meeting or presentation.

RELATING TO NEIGHBORHOOD BOARD MEETINGS. Allows neighborhood boards to discuss and receive information from third-party reports by any government official not included in a publicly noticed agenda. Requires boards to make decisions on matters raised by third-party reports from any government official at a later meeting where the agenda gives notice of decision-making on the matter.

RELATING TO COPYING FEES. Prohibits the cost of reproducing government records from exceeding 5 cents per page, sheet, or fraction thereof, with exceptions.

RELATING TO NON-GENERAL FUNDS. Reclassifies certain non-general funds of the Department of Accounting and General Services, pursuant to the recommendations made by the Auditor in Auditor's Report No. 23-17.

RELATING TO STATE NAMING COMMISSION. Establishes an Advisory Commission in the Department of Accounting and General Services to propose names or a change of names for state buildings, parks, facilities, and events.

RELATING TO CHILD CARE. Requires the Department of Accounting and General Services to identify all state-owned buildings that have the space and capability to establish a child care center on its premises and establish and administer child care centers within the identified state-owned buildings, and procure a child care provider licensed under State law as an operator of the child care centers. Beginning 1/1/2026, requires bids for state building construction and major state building renovation projects to include a designated area for a child care center. Requires a report to the Legislature.

RELATING TO VOTER REGISTRATION. Makes an application for voter registration part of certain state agency application processes. Requires the sharing of certain information among certain state agencies, election personnel, and online voter registration system.

RELATING TO PUBLIC AGENCY MEETINGS. Requires appointments and selections of heads of state divisions and agencies that require a board approval to be made through a publicly established process and timeline. Requires the approval of the process and timeline to appoint or select a new head of a state division or agency to be determined in an open meeting. Requires that votes to appoint or select heads of state divisions and agencies be conducted in an open meeting. Provides that any vote to appoint or select a head of a state division or agency cast in violation of the foregoing shall be invalid.

RELATING TO TREES. Requires the State, to the extent practicable, to plant fruit trees in new or renovated landscaping that includes trees. Authorizes persons to harvest fruit from those fruit trees. Provides that the State is not liable for any injuries or illnesses resulting from the harvesting or ingesting of fruit, including food-borne illness.

RELATING TO ARBORISTS. Requires the State to ensure and enforce that all certified arborists in its employ, including contractors, adhere to best management practices.
