RELATING TO THE HAWAII TOURISM AUTHORITY. Repeals the exemption for the President and Chief Executive Officer of the Hawaii Tourism Authority from the State's Employees' Retirement System. Requires a retirant returning to service as the President and Chief Executive Officer of the Hawaii Tourism Authority to re-enroll into the Employees' Retirement System. Effective 7/1/3000. (HD2)

PROPOSING AN AMENDMENT TO ARTICLE VI, SECTION 3, OF THE HAWAII STATE CONSTITUTION TO ALLOW THE SENATE MORE TIME TO CONFIRM JUDICIAL APPOINTMENTS. Proposes an amendment to the Hawaii State Constitution to extend the amount of time allowed the Senate to consider and act on the appointments of justices and judges from thirty to sixty days for appointments made between April 1 and December 31 when the Senate is not in Regular Session or is about to adjourn the Regular Session.

RELATING TO CAMPAIGN FINANCE. Allows campaign funds to be used for a candidate’s child care and vital household dependent care costs under certain conditions.

RELATING TO THE DEFENSE OF STATE EMPLOYEES. Requires the State to defend professionally licensed or certified state employees from civil actions or proceedings, under certain circumstances. Clarifies that the employee may employ their own attorney at the employee's own expense. Establishes a process for the Attorney General to transfer or withdraw representation if the Attorney General declines to defend the employee.

RELATING TO TAX COLLECTIONS. Suspends the statute of limitations on collections of income tax, general excise tax, transient accommodations tax, use tax, fuel tax, conveyance tax, and rental motor vehicle, tour vehicle, and car-sharing vehicle surcharge tax during the period an assessment is pending on appeal before the Taxation Board of Review or Tax Appeal Court. RELATING TO FIREWORKS. Extends the sunset date of the task force from 6/30/2025 to 6/30/2030, and requires additional reports to the Legislature. Appropriates moneys for the Illegal Fireworks Task Force. Effective 7/1/2050. (HD1)

RELATING TO EVICTION MEDIATION. Beginning 2/5/2026, extends the period for a notice of termination of a rental agreement from five business days to ten calendar days; requires landlords, or their agents, and tenants to engage in mediation and requires landlords and their agents to delay filing an action for summary possession if a tenant schedules mediation; requires landlords or their agents to provide specific information in the ten-calendar-day notice to tenants; and requires mediation to take place within thirty days from the date that a mediation center makes contact with both the landlord, or the landlord's agent, and tenant. Requires the Judiciary to submit a report to the Legislature. Appropriates funds. Sunsets 2/4/2028, but preserves the extension of the period for a notice of termination of a rental agreement from five business days to ten calendar days. Effective 7/1/3000. (HD2)

RELATING TO INSTALLMENT LOANS. Replaces the term "consumer loan" with the defined term "installment loan" for consistency throughout the installment loan chapter. Clarifies who is subject to the installment loan chapter. Requires loan maintenance fees to be prorated daily. Allows lenders to charge a convenience fee for debit card payments. Requires paper receipts only for in-person or cash payments and removes consumer names from receipts. Repeals the requirement for lenders to wait three days after a consumer fully repays a loan before issuing a new installment loan. Sunsets 6/30/2028. Effective 7/1/3000. (HD1)

RELATING TO SOLICITATION OF FUNDS FROM THE PUBLIC. Amends Act 205, SLH 2024, to clarify standards and safeguards in online crowdfunding, including creating separate registration, reporting, and fee requirements that are specific to platform charities and charitable fundraising platforms. Extends the effective date of Act 205 to July 1, 2026. Effective 7/1/2050. (HD1)

RELATING TO THE STABILIZATION OF PROPERTY INSURANCE. Expands the powers of the Hawaii Property Insurance Association and reactivates the Hawaii Hurricane Relief Fund to help to stabilize the property insurance market in the State. Requires the Insurance Commissioner to conduct a study and appropriates funds for this purpose. Appropriates funds as a loan to the Hawaii Property Insurance Association. Authorizes the issuance of general obligation bonds to facilitate the initial issuance of policies to condominium associations. Effective 7/1/3000. (HD1)

RELATING TO WATER POLLUTION. Amends section 200-14, HRS, to clarify that enforcement of criminal water pollution offenses remains under the jurisdiction of the Department of Health, rather than the Department of Land and Natural Resources.

RELATING TO RENEWABLE ENERGY. Establishes an installation goal for customer-sited distributed energy resources in the State. Requires the Public Utilities Commission to use tariffs for grid services programs, microgrids, and community-based renewable energy. Ensures that certain levels of compensation are provided for solar and energy storage exports from customer-sited distributed energy resources as part of grid service programs and requires the Public Utilities Commission to establish grid service compensation values. Clarifies when a person who constructs, maintains, or operates a new microgrid is not considered a public utility. Authorizes intragovernmental wheeling of renewable energy and requires the Public Utilities Commission to establish policies and procedures to implement intergovernmental wheeling and microgrid service tariffs. Effective 7/1/3000. (HD2)

RELATING TO ELECTRIC UTILITIES. Authorizes the Public Utilities Commission to appoint a receiver to take temporary action necessary to assure continued adequate electric services from failing regulated investor-owned electric utilities. Requires an appointed receiver to recognize and maintain the terms and conditions of any existing collective bargaining agreement and prohibits the receiver from inducing or causing a reduction in force, or terminating a covered employee, other than for a cause consistent with any collective bargaining agreement. Effective 7/1/3000. (HD1)

RELATING TO ENERGY. Requires the Department of Budget and Finance to enter into step-in agreements for payment obligations arising under certain power purchase agreements. Establishes the Power Purchase Costs Trust Fund. Establishes that money from on-bill charges for power purchase agreements and money from a surcharge supporting a reserve account shall be held in trust by the State, and that independent power producers shall hold a beneficial interest in the revenues to the extent of the amounts owed under the covered power purchase agreements. Appoints, authorizes, and empowers the electric utility to serve as the billing, collection, and payment agent of the Department of Budget and Finance in the service of performing step-in agreements. Effective 7/1/3000. (HD1)

RELATING TO ENERGY. Allows electric cooperatives to recover wildfire mitigation, repaid, and restoration costs through an automatic rate adjustment or other mechanism. Establishes an aggregate limit for liability for economic damages from covered catastrophic wildfires. Authorizes securitization of certain costs for electric utilities. Establishes a working group to examine the establishment and implementation of a wildfire recovery fund and report its findings and recommendations to the Legislature. Effective 7/1/3000. (HD2)
