RELATING TO ACT 253, SESSION LAWS OF HAWAII 2023. Updates the name of the Neighbor Islands Blind and Visually Impaired Service Pilot Program established by Act 253, SLH 2023, by replacing the term "visually impaired" with the term "low vision" and clarifies the pilot program's implementation timeframes. Sunsets 6/30/2029. (HD1)

RELATING TO CHILD WELFARE SERVICES. Requires the Department of Human Services, in collaboration with the Office of Wellness and Resilience to design a 5-year Child Welfare System Diversion and Intervention Pilot Program to support families and children involved, at risk of involvement, or at risk of reinvolvement with child welfare services. Specifies that the Department of Human Services shall implement and administer the pilot program. Allows the Department to contract with public and private entities to provide necessary services. RELATING TO WITNESS FEES. Increases the fees paid to witnesses in civil and criminal trials. Changes the fees paid for travel expenses from 20 cents a mile to the mileage allowance prescribed by the Administrator of General Services. Authorizes reimbursement to witnesses in civil trials for use of common carriers.

RELATING TO COURT-ORDERED PAYMENTS. Requires the Judiciary to contract with a collection agency or licensed attorney to collect delinquent court-ordered fees, fines, sanctions, and court costs. Repeals the authority of the Judiciary to contract with a collection agency or licensed attorney to collect delinquent restitution. Expressly allows courts to specify a period of time or installments for payment of fees and restitution. Requires district courts to hold payment compliance hearings once per year or as soon as practicable, until all fees, fines, and restitution are fully paid, and requires a defendant in district court to appear and show cause if the defendant fails to pay in full within a time specified by the court or fails to pay three consecutive installments. Makes conforming amendments to related statutes. Appropriates funds. Effective 4/23/2057. (HD1)

RELATING TO RESTORING ACCESS TO DISASTER-AFFECTED AREAS. Requires the Department of Transportation to institute proceedings to condemn certain lands in Lahaina to build a new access road from Keawe Street to the Kilohana and Kalaiola sites developed in the Villages of Leialii. Appropriates funds out of the Major Disaster Fund for the appraisals and other preparations for the condemnation proceedings. Effective 7/1/3000. (HD2)

RELATING TO HOUSING. Adds loan funds administered by Nonprofit Community Development Financial Institutions (CDFIs) for certain for-sale affordable housing projects to the list of loan priorities for the Affordable Homeownership Revolving Fund. Expands the use of moneys in the revolving fund to allow financing as matching funds for CDFIs to mobilize other funding sources. Effective 7/1/3000. (HD1)

Establishes the Affordable Housing Land Inventory Task Force to conduct a study, subject to legislative appropriation, to assess the viability of housing development in transit-oriented development zones or other areas on state or county lands. RELATING TO AFFORDABLE HOUSING. Beginning 7/1/2027, requires the State Historic Preservation Division of the Department of Land and Natural Resources to contract its review of proposed state projects and projects affecting historic properties to third-party consultants under certain circumstances. Requires the Department of Land and Natural Resources to publish a draft of its proposed rules and later present its proposed final rules to the Board of Land and Natural Resources. RELATING TO THE LOW-INCOME HOUSING TAX CREDIT. Clarifies that a partner or member that is a partnership or limited liability company that has been allocated a low-income housing tax credit may either further allocate the credit or transfer, sell, or assign all or a portion of the credit to any taxpayer. Extends the sunset date of Act 129, SLH 2016, relating to the low-income housing tax credit, until 12/31/2032. Effective 7/1/3000. (HD1)
