RELATING TO TOURISM.

Exempts all positions filled by the Hawaii Tourism Authority within the Department of Business, Economic Development, and Tourism from the state civil service law.  Designates the Board of Directors of the Hawaii Tourism Authority as an advisory board.  Amends the eligibility requirements to serve on the Hawaii Tourism Authority board of directors by repealing the two-year waiting period for former Hawaii Visitors and Convention Bureau board members.  Effective 7/1/3000.  (HD2)

RELATING TO NAMING RIGHTS.

Allows the naming rights of the Stadium and Convention Center to be leased to any public or private entity.  Requires any revenues derived from advertising or marketing in or on the Stadium or Convention Center to be deposited into the appropriate special fund of the facility.  Effective 7/1/3000.  (HD1)

RELATING TO DEPARTMENTAL DATA SHARING.

Adds the Department of Taxation and Department of Business, Economic Development, and Tourism to the list of state agencies required to share data and determine the data to be shared through the Statewide Longitudinal Data System.  Requires data shared by the Department of Taxation and Department of Business, Economic Development, and Tourism, to be aggregated or anonymized.  Effective 7/1/3000.  (HD1)

RELATING TO THE HAWAII EMPLOYER-UNION HEALTH BENEFITS TRUST FUND.

Allows impasses and disputes relating to the amounts of State and county contributions to the Hawaii Employer-Union Health Benefits Trust Fund to be resolved by arbitration.  Repeals the prohibition against strikes by members of bargaining units on the issue of the amounts of State and county contributions to the Trust Fund.  Effective 7/1/3000.  (HD1)

RELATING TO THE HAWAII EMPLOYER-UNION HEALTH BENEFITS TRUST FUND BASE COMPOSITE MONTHLY CONTRIBUTION.

Effective 1/1/2026, increases the employer base composite monthly contribution to the Hawaii Employer-Union Health Benefits Trust Fund by 5.2 percent of the 2025 employer base composite monthly contribution.  Effective 1/1/2027, requires that the employer base composite monthly contribution be calculated based on the change in Medicare Part B premiums from 2025 to 2026 and at a two-year lag thereafter.  Effective 7/1/3000.  (HD1)

Amends chapter 88, HRS, to conform to updated required beginning dates and automatic cashout requirements in the Internal Revenue Code of 1986, as amended.  Effective 7/1/3000.  (HD1)

RELATING TO THE EMPLOYEES' RETIREMENT SYSTEM'S EMPLOYER REPORTING REVIEW.

Adds a year between the review period and the billing due date and changes reporting of review results from the current fiscal year to the previous fiscal year.  Effective 7/1/3000.  (HD1)

RELATING TO GOVERNMENT.

Includes sheriffs and deputy sheriffs to the enhanced retirement benefits category.  Reduces the minimum number of years of credited service that qualified Tier 2 Employees' Retirement System members must have to be eligible for vested benefit status for service retirement allowance purposes from ten years to five years.  Increases employer contributions to offset the resulting liability.  Effective 7/1/3000.  (HD2)

RELATING TO THE CLASSIFICATION AND COMPENSATION SYSTEMS.

Requires the Department of Human Resources Development to complete a comprehensive review of the classification and compensation systems for civil service positions under the jurisdiction of the Department of Human Resource Development.  Allows the Department to contract a third-party, in accordance with the Hawaii Public Procurement Code, to assist with the timely completion of the review.  Requires reports to the Legislature.  Appropriates funds.  Effective 7/1/3000.  (HD1)

RELATING TO SKILLS-BASED HIRING.

Prohibits the State, including any departments, agencies, or political subdivisions, from requiring a bachelor's degree as a condition of eligibility for hire to a position in state or county employment.  Establishes exemptions.  Effective 7/1/3000.  (HD1)

RELATING TO A DEPARTMENT OF HEALTH PILOT PROGRAM.

Establishes a hiring pilot program within the Department of Health, which includes an amended hiring procedure for delegated position classifications, certain flexibilities regarding minimum qualifications for positions having a salary range at or below SR-10, the ability to directly hire certain individuals into a civil service position if certain conditions are met, and the authority to make certain temporary appointments at the merited civil service pay scale without step limitation.  Applies to recruitments initiated before 7/1/2028.  Requires annual reports to the Legislature.  Sunsets 7/1/2028.  Effective 7/1/3000.  (HD1)

RELATING TO THE HAWAII ABLE SAVINGS PROGRAM.

Repeals language that gives the Director of Finance discretion to use moneys in the Hawaii ABLE Savings Program Trust Fund if the Director elects to accept deposits from contributors instead of sending deposits directly to the ABLE Program Manager.  Authorizes the Director of Finance to expend moneys in the Hawaii ABLE Savings Program Trust Fund to provide incentive payments to ABLE account owners.  Appropriates funds.  Effective 12/31/2050.  (SD1)

MAKING AN EMERGENCY APPROPRIATION TO THE DEPARTMENT OF HEALTH FOR CONSTRUCTION DEFECT REMEDIATION AT THE HAWAII STATE HOSPITAL.

Makes an emergency appropriation to the Department of Health to fund construction defect remediation of the Hale Hoʻola Building at the Hawaii State Hospital, including the payment of legal fees and costs for special deputy attorneys general.  Declares that the general fund expenditure ceiling for fiscal year 2024-2025 has been exceeded.  Effective 7/1/2050.  (HD1)

RELATING TO NON-GENERAL FUNDS OF THE DEPARTMENT OF HEALTH.

Repeals the requirement that a portion of the fees collected for certified copies of certain certificates issued by the Department of Health be deposited to the credit of the general fund.  Repeals the Birth Defects Special Fund.  Requires a portion of fees collected for marriage licenses to be deposited into the Vital Statistics Improvement Special Fund.  Effective 7/1/3000.  (HD1)

RELATING TO THE INTERSTATE MEDICAL LICENSURE COMPACT.

Authorizes the Hawaii Medical Board, as a state of principal license, to investigate and request criminal history records of qualified physicians seeking licensure or license renewal through the Interstate Medical Licensure Compact.  Appropriates funds.  Effective 7/1/3000.  (HD1)

RELATING TO THE DEPARTMENT OF HEALTH.

Establishes maximum rates of payment for medical care for patients of the Hawaii State Hospital or of another psychiatric facility who are under the custody of the Director of Health.  Authorizes the Department of Health to establish long-term care payment rates for certain patients discharged to a long-term care facility from the Hawaii State Hospital or another psychiatric facility.  Exempts the Department of Health from the Hawaii Public Procurement Code for the procurement of medical care and long-term care for certain patients.  (HD1)

RELATING TO THE TRANSITION OF THE OAHU REGIONAL HEALTH CARE SYSTEM FROM THE HAWAII HEALTH SYSTEMS CORPORATION INTO THE DEPARTMENT OF HEALTH.

Repeals the requirement to transfer the Oahu Regional Health Care System (Oahu Region) from the Hawaii Health Systems Corporation to the Department of Health.  Repeals certain changes to the HRS that were made by Act 212, SLH 2021.  Requires the Oahu Region and the Department of Health to enter into a formal memorandum of agreement regarding the care of certain psychiatrically stable patients transferred or discharged from the Hawaii State Hospital to an appropriate Oahu Region facility, subject to certain conditions.  Requires the Oahu Region to submit a report to the Legislature.  Effective 7/1/3000.  (HD1)

RELATING TO VIRAL HEPATITIS.

Establishes a Hepatitis Prevention Program within the Department of Health.  Requires the Department of Health to develop and implement an educational program to inform the public on how to identify and prevent hepatitis and aid in its early diagnosis.  Requires the Department of Health to develop a comprehensive statewide hepatitis prevention plan.  Repeals outdated provisions related to hepatitis.  Appropriates funds and establishes positions for the Hepatitis Prevention Program.  Effective 7/1/3000.  (HD1)

Status

RELATING TO UNIVERSAL IMMUNIZATION FUNDING PROGRAM.

Establishes the Universal Immunization Purchase Program as a universal funding model for immunization purchases by the Department of Health, to increase statewide access to immunizations for all persons under age sixty-five.  Establishes the Universal Immunization Purchase Special Fund, into which fees collected from assessed entities and other sources of funding will be deposited, for purposes of bulk purchasing immunizations and administering the program.  Appropriates funds.  Effective 7/1/3000.  (HD1)

The chair may institute a per-testifier time limit.

 

Committees meeting in the morning must adjourn prior to the day's Floor Session.  Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments.  However, written submissions will be considered by the committee.
