RELATING TO THE COUNTIES.

Authorizes counties, after adoption of power of sale laws, ordinances, or rules, to sell private property after all notices, orders, and appeal proceedings are exhausted, and to use those revenues to pay unpaid civil fines related to that property.  Requires the county to remit any amounts in excess of the unpaid civil fines to the property owner.  Effective 7/1/3000.  (HD2)

Transfers the State Foundation on Culture and the Arts and the King Kamehameha Celebration Commission from the Department of Accounting and General Services to the Department of Business, Economic Development, and Tourism.  Transfers the authority held by the Comptroller over the Works of Art Special Fund to the Director of Business, Economic Development, and Tourism.  Appropriates funds for positions within the Administrative Services Office of the Department of Business, Economic Development, and Tourism and the State Foundation on Culture and the Arts.  Effective 7/1/2026.  (HD2)

RELATING TO THE STATE FOUNDATION ON CULTURE AND THE ARTS.

Proposed HD2: Establishes the Performing Arts Grants Program to support performing arts in the State.  Clarifies the scope of  the State Foundation on Culture and the Arts' responsibilities to include the coordination, planning, promotion, marketing, and execution of performing arts events.  Allows the use of the moneys from the Performing Arts Grants Special Fund for performing arts.  Appropriates funds to provide grants under the Performing Arts Grants Program and for the operations of the State Foundation on Culture and the Arts.  Includes additional funding sources for the State Art Museum.  Clarifies that the Works of Art Special Funds shall be used only for costs related to the acquisition of works of art.  Effective 7/1/3000. Authorizes the Department of Education to establish a program to award high school diplomas to persons who did not receive a diploma as a result of compulsory or voluntary induction into the armed services and persons whose high school education was interrupted due to wartime practices during World War II, the Korean War, or the Vietnam War.  Effective 7/1/3000.  (HD1)

Allows a retirant to be employed without reenrollment in the Employees' Retirement System and without loss or interruption of retirement benefits if the retirant is employed as a school resource officer or investigator in positions identified by the Department of Law Enforcement or the Department of the Attorney General, respectively, as a labor shortage or difficult-to-fill positions, subject to certain conditions.  Requires the Director of Human Resources of the appropriate state jurisdiction or the human resources management chief executive of each county to include in their annual reports to the Legislature, details on the employment of retirants as school resource officers or investigators.  Effective 7/1/3000.  (HD1)

RELATING TO TRANSPORTATION.

Increases the maximum value of capital advancement contracts that may be executed by the Department of Transportation without legislative approval.  Repeals the requirement for the Department of Transportation to obtain legislative approval through concurrent resolution for capital advancement contracts greater than $2,000,000.  Increases the total aggregate value of capital advancement contracts that the Department of Transportation may enter into in a fiscal year.  Establishes certain reporting requirements related to capital advancement contracts.  Effective 7/1/3000.  (HD1)
