Prohibits a procurement officer from disclosing a competing offeror's proposal or evaluation score, except the summary of scores, during a debriefing requested by a non-selected offeror.  Authorizes the disclosure of a competing offeror's proposal or evaluation score after a protest is resolved and the contract is executed.

RELATING TO PROCUREMENT.

Exempts from the Hawaii Public Procurement Code contracts by government bodies to procure certain construction projects.

RELATING TO PROCUREMENT.

Sets time limit for submitting bid protests.  Makes 75 day limit for written decision on protest apply to any contract awarded by competitive sealed bid or competitive sealed proposal.  Caps the protest bond amount.  Deletes the requirement of an administrative hearing office finding that an appeal is frivolous or in bad faith before the protest bond is forfeited to the State by the non-prevailing party.

RELATING TO PROCUREMENT.

For procurements conducted by competitive sealed bidding, authorizes the head of a procurement agency to award a contract to a bidder who is not the lowest responsible and responsive bidder if the head of the procuring agency determines that the award is most beneficial to taxpayers or otherwise in the best interests of the State.

Status

RELATING TO EDUCATION.

Establishes state policy to promote braille literacy for eligible blind students.  Requires the individualized education programs and section 504 plans of eligible blind students to include the assessment and evaluation of eligible blind students' reading and writing abilities, instruction of braille, and provision of braille instructional materials under certain circumstances.  Requires the Department of Education to establish a Braille Literacy Resource Center.  Appropriates funds.  Effective 7/1/3000.  (HD1)

Status

RELATING TO ENVIRONMENTAL STEWARDSHIP.

Amends the transient accommodations tax rate beginning on 1/1/2027.  Beginning 1/1/2027, requires a $20 transient accommodation tax to be levied per night for each furnishing of transient accommodations in exchange for points, miles, or other amounts provided through a membership, loyalty, or rewards program.  Appropriates funds to DLNR for protection, management, and restoration of the State's natural resources.  Effective 7/1/3000.  (HD1)

Status

RELATING TO MIDWIVES.

Makes laws regulating midwives and the practice of midwifery permanent.  Clarifies the scope of practice of midwifery.  Establishes licensure requirements for certified midwives and certified professional midwives.  Establishes continuing education requirements.  Grants global signature authority to midwives.  Grants prescriptive authority to licensed midwives practicing as certified midwives and amends the list of approved legend drugs that may be administered.  Establishes peer review and data submission requirements.  Affirms that the practice of midwifery does not include traditional Hawaiian healers performing traditional Hawaiian healing practices.  Clarifies exemptions from licensure and grounds for refusal to renew, reinstate, or restore licenses.  Clarifies medical record availability and retention requirements for the purposes of medical torts.  Effective 7/1/3000.  (HD1)

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing.  Testimony received after this time will be stamped late and left to the discretion of the chair to consider.  While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.

 

Testimony submitted will be placed on the legislative website.  This public posting of testimony on the website should be considered when including personal information in your testimony.

 

The chair may institute a per-testifier time limit.

 

Committees meeting in the morning must adjourn prior to the day's Floor Session.  Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments.  However, written submissions will be considered by the committee.

 

Please refrain from profanity or uncivil behavior.  Violations may result in ejection from the hearing without the ability to rejoin.
