Requires the Office of the State Fire Marshal to adopt rules for the enforcement and collection of fines for violations relating to the prevention of wildfires and other public safety hazards. RELATING TO THE DEPARTMENT OF LAND AND NATURAL RESOURCES. Beginning 1/1/2026, requires rental vessels to be registered and numbered with the Department of Land and Natural Resources before being rented or leased, or offered for rent or lease, by the public for transiting the navigable waters of a state park. Requires registration fees to be deposited into the State Parks Special Fund. Effective 7/1/3000. (HD2)

RELATING TO SMALL BOAT HARBORS. Establishes the Small Boat Harbor Commercial Vessel Special Fund. Increases moorage fees for commercial vessels. Requires that revenue from the fee increase be used by the Department of Land and Natural Resources for improvements that primarily benefit commercial vessels that utilize state small boat harbors. Authorizes the issuance of general obligation bonds with debt service to be paid from special funds, for repairs of various harbors. Appropriates funds. Effective 7/1/3000. (HD1)

RELATING TO THE COUNTIES. Authorizes counties, after adoption of power of sale laws, ordinances, or rules, to sell private property after all notices, orders, and appeal proceedings are exhausted, and to use those revenues to pay unpaid civil fines related to that property. Requires the county to remit any amounts in excess of the unpaid civil fines to the property owner. Effective 7/1/3000. (HD2)

RELATING TO GOVERNMENT. Provides for the transfer of certain parcels in the Liliha Civic Center area and Iwilei Fire Station area from various state agencies to the City and County of Honolulu. Provides for the transfer of the parcel of land on which Alii Place is sited from the City and County of Honolulu to the State. Repeals the sunset provision of Act 4, SLH 2024. Requires the City and County of Honolulu to accept the properties transferred in satisfaction of all amounts owed by Hawaii Housing Finance and Development Corporation under the Kapolei roadways, drainage, and sewer settlement. Exempts the lands transferred to the Department of Land and Natural Resources from the definition of public lands for purposes of chapter 171, HRS. Effective 7/1/3000. (HD1)

Repeals the transit-oriented development infrastructure improvement district and board. Effective 7/1/3000. (HD2)

RELATING TO SPORTS FACILITIES. Lapses appropriations of general obligation bond funds previously authorized for the planning, design, and construction of a stadium in Halawa by the Stadium Authority. Transfers certain special fund moneys earmarked for the development of a new stadium in Halawa to the general fund. Authorizes the issuance of general obligation bonds for a new stadium on the University of Hawaii at Manoa campus. Renames the Stadium Authority as the Halawa Redevelopment Authority and the Stadium Development District as the Halawa Redevelopment District. Amends the powers and duties of the Halawa Redevelopment Authority. Effective 7/1/3000. (HD2)

RELATING TO RED HILL. Establishes a WAI Policy Coordinator for coordination of Red Hill WAI initiatives. Creates the Red Hill Remediation Special Fund. Effective 7/1/3000. (HD1)

RELATING TO STATE WATER CODE PENALTIES. Adds a minimum penalty and maximum penalty per violation of the State Water Code and makes each day that a violation exists or continues to exist a separate offense. Establishes factors the Commission on Water Resource Management must consider when determining the amount of the penalty. Increases maximum fines in five-year increments from 2030 to 2045. Effective 7/1/3000. (HD2)

Committees meeting in the morning must adjourn prior to the day's Floor Session. Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments. However, written submissions will be considered by the committee.
