Makes an emergency appropriation out of the State Highway Fund to provide funds for fiscal year 2024-2025 for the Department of Transportation to enforce the Motor Carrier Law.  Effective 7/1/3000.  (HD1)

RELATING TO TRANSPORTATION.

Requires the Department of Transportation or appropriate county department when disposing of a deceased cat or dog from a public roadway to scan the animal for a microchip, record certain information, and report that information to the appropriate county animal services or animal service contractors.  Requires certain county agencies to collaborate with the Department of Transportation in utilizing the Department's microchip scanners.  Effective 7/1/3000.  (HD1)

RELATING TO CIVIL IDENTIFICATION CARDS.

Makes the issuance or renewal of a civil identification card free of charge.  Repeals the civil identification card fee special fund and lapses any unexpended and unencumbers funds into the general fund.  Effective 6/30/3000.  (HD1)

RELATING TO LICENSE PLATES.

Authorizes the counties to adopt rules for the use of electronic license plates and for intentionally obscuring a license plate with a cover or shield.  Prohibits the use of license plate flipping devices.  Establishes minimum and maximum fines.  Effective 7/1/3000.  (HD1)

RELATING TO TRANSPORTATION.

Beginning 7/1/2028, authorizes a county to impose a mileage-based road usage charge on electric vehicles and plug-in hybrid electric vehicles.  Provides and requires a county to establish the rate of the road usage charge.  Repeals the requirement for the Department of Transportation to establish county subaccounts within the State Highway Fund.  Clarifies the disposition of funds for state mileage-based road usage charge.  Beginning 7/1/2026, extends the state mileage-based road usage charge to plug-in hybrid electric vehicles.  Clarifies the rate and calculation of the state mileage-based road usage charge.  Specifies that rental motor vehicle companies may visibly pass the costs of the mileage-based road usage charges to the consumer.  Appropriates funds.  Effective 7/1/3000.  (HD2)

Allows authorized employees of the Department of Transportation and Department of Law Enforcement, in addition to county police departments, to perform certain actions in reviewing recorded images produced by automated speed enforcement systems.  Appropriates funds to the Department of Transportation to establish and implement the Automated Speed Enforcement Systems Program.  Effective 7/1/3000.  (HD2)

RELATING TO TRAFFIC SAFETY.

Authorizes the State to prioritize the installation of photo red light imaging detector systems in school zones if the State establishes a photo red light imaging detector system.  Requires a certain percentage of fines collected for disregarding a steady red signal pursuant to a photo red light imaging detector system installed in a school zone to be deposited into the Safe Routes to School Program Special Fund, capped at an unspecified amount each year.  Requires the Department of Transportation to consult with the Department of Education in determining which school zones to install a photo red light imaging system.  Effective 7/1/3000.  (HD1)

Requires the Department of Transportation to expand the use of photo red light imaging detector systems and automated speed enforcement systems to locations on the North Shore of Oahu.  Effective 7/1/3000.  (HD1)

RELATING TO TRANSPORTATION.

Requires a county with a population of two hundred fifty thousand or less, in collaboration with the Department of Transportation to establish a Summer Streets Pilot Program that closes vehicular traffic and repurposes roads for pedestrian and cyclist use, outdoor events, and other community-driven activities.  Requires a participating county to submit an initial proposal to the Director of Transportation.  Requires reports to the Legislature.  Appropriates funds.  Repeals on 6/30/2027.  Effective 7/1/3000.  (HD1)

Status

RELATING TO TRANSPORTATION.

Requires all bicycles equipped with motors to be operated only with all wheels on the ground at all times, with certain exceptions.  Prohibits certain actions while operating a bicycle equipped with a motor.  Prohibits the operation of high-speed electric devices in certain locations.  Requires manufacturers and distributors to apply a label to electric bicycles.  Requires distributors to place a sign at or near the point of sale regarding electric bicycles.  Defines "electric bicycle" in place of "low-speed electric bicycle".  Defines "electric micro mobility device" and requires the same regulations as electric foot scooters to apply to electric micro mobility devices.  Prohibits a person under the age of sixteen from operating a class 3 electric bicycle.  Prohibits a person from riding a class 3 electric bicycle on a sidewalk.  Authorizes a person to ride a class 1 or class 2 electric bicycle on a sidewalk at a speed not exceeding ten miles per hour.  Prohibits a person from operating a bicycle or electric foot scooter under the age of eighteen without a helmet.  Repeals the requirement that moped drivers use bicycle lanes.  Substitutes the word "motor drive cycle" with the word "motor scooter".  Effective 7/1/3000.  (HD2)

Makes an emergency appropriation out of the Public Utilities Commission Special Fund for the Public Utilities Commission to procure services by consultants with technical expertise to assist with the efforts to strengthen the resilience and reliability of electric utility services in the State.  Effective 7/1/3000.  (HD1)

Clarifies that the Public Utilities Commission under the Universal Service Program may provide, and may use funds from the Universal Service Fund to provide, free telecommunications access to individuals with print disabilities.  Effective 7/1/3000.  (HD1)

Allows direct shipment of beer and distilled spirits by certain licensees.  Requires the liquor commissions to adopt rules.  Effective 7/1/3000.  (HD2)

RELATING TO ALCOHOL.

Defines "low alcohol by volume spirits beverage".  Establishes a tax on low alcohol by volume spirits beverages at a rate of $0.93 per wine gallon.  Sunsets 12/31/2028.  Effective 7/1/3000.  (HD1)

Status

RELATING TO CONDOMINIUMS.

Establishes the Condominium Loan Program to provide condominium associations with low-cost financing, or refinance previously obtained loans, for maintenance or repair projects.  Establishes the Condominium Loan Loss Reserves Program to incentivize lenders into providing loans at competitive rates and terms to condominium associations for the purpose of allowing condominium associations to make necessary maintenance or repairs.  Appropriates funds.  (HD1)

Committees meeting in the morning must adjourn prior to the day's Floor Session.  Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments.  However, written submissions will be considered by the committee.
