RELATING TO CHILD WELFARE. Requires the Office of the Ombudsman to publish an annual report on its website that identifies the number and nature of complaints that it receives regarding the Child Welfare Services Branch of the Department of Human Services. Requires the Child Welfare Services Branch to provide notification to certain parties that complaints can also be filed with the Office of the Ombudsman. (HD2)

Establishes the University of Hawaii Conference Center Revolving Fund to facilitate the administration of the revolving fund for conference center programs among various campuses and operating units of the University of Hawaii system. Repeals the Conference Center Revolving Fund, University of Hawaii at Hilo; and the Community College Conference Center Revolving Fund. Lapses all appropriations and encumbrances of the Conference Center Revolving Fund, University of Hawaii at Hilo; and the Community College Conference Center Revolving Fund to the University of Hawaii Conference Center Revolving Fund. RELATING TO PLANS. Removes outdated requirements for plans filed with the registrar's office. Updates the permissible drawing scales used in plans. Clarifies statutory fees are pursuant to rules adopted by the Department of Accounting and General Services. RELATING TO THE HAWAII EMPLOYMENT SECURITY LAW. Repeals the requirement to post work availability online. Amends the qualifications for unemployed individuals who are able to receive certain unemployment benefits. Beginning 4/1/2027, permits electronic notification of determinations or redeterminations of unemployment claims. Removes language that limited an individual's ability to change a previously elected withholding status only once during a benefit year. Effective 7/1/3000. (HD1)

RELATING TO INTERNSHIPS. Permits the Department of Labor and Industrial Relations to enter into contracts with eligible employers or registered apprenticeship programs in the private sector to provide on-the-job training to eligible interns. Provides that the State shall be the responsible employer for purposes of workers' compensation coverage for students or recent graduates in the on-the-job-training work experience program, subject to certain limitations. Appropriates funds. Effective 7/1/3000. (HD1)

RELATING TO EDUCATION. Allows newly graduated high school students to be eligible for workers' compensation coverage during the summer following their high school graduation while participating in Department of Education-sponsored work-based learning programs. Effective 7/1/3000. (HD1)

RELATING TO WORKERS' COMPENSATION. Authorizes an attending physician to request a functional capacity exam and refer an injured employee for the exam without first obtaining permission from the employee's employer. Allows licensed occupational and physical therapists to be deemed qualified to perform functional capacity exams. Effective 7/1/3000. (HD1)

RELATING TO TAX ADMINISTRATION. Permanently exempts the software developer supervisor in the Department of Taxation and the data privacy officer and tax business analysts in the Office of the Director of taxation from civil service. Effective 7/1/3000. (HD1)

RELATING TO QUALIFIED COMMUNITY REHABILITATION PROGRAMS. Clarifies that the civil service exemption for personal service contracts for building, custodial, and grounds maintenance services with qualified community rehabilitation programs shall not cost more than $850,000 in the aggregate per private person or entity, regardless of the number of contracts or qualified community rehabilitation program utilized for the personal service. Effective 7/1/3000. (HD1)

RELATING TO INDEBTEDNESS TO THE STATE. Requires disbursing officers to notify employees within sixty days of making a determination that an indebtedness has occurred to the government resulting from salary or wage overpayment. Amends the amount that a disbursing officer may deduct from an employee's salary, wage, or compensation based on the employee's gross income. Effective 7/1/3000. (HD1)

RELATING TO APPROPRIATIONS. Prohibits the transfer of funds appropriated for positions to operating expenses, and vice versa, except to fulfill the Legislature's purpose for which the funds were appropriated. Effective 7/1/3000. (HD1)
