RELATING TO COUNTY PERMITS. Requires county permitting agencies to establish and fill positions exclusively to process permit applications submitted for state projects. Makes an appropriation.

RELATING TO INTOXICATING LIQUOR. Provides that leaders of nonprofit organizations shall be exempt from county liquor commission criminal history check requirements for license applicants.

RELATING TO RENEWABLE ENERGY. Requires electric utilities to compensate electricity producers for excess electricity credits.

RELATING TO GOVERNMENTAL EFFICIENCY. Authorizes Executive and Administrative Departments and Agencies to enter into intergovernmental and partnership agreements with private sector entities, nonprofit organizations, and other governmental bodies. Requires annual report to the Legislature.

RELATING TO THE GREENHOUSE GAS SEQUESTRATION TASK FORCE. Repeals the Greenhouse Gas Sequestration Task Force.

· The number of oral testifiers and/or time allotted to each testifier may be limited by the Chair when necessary to adhere to the committee hearing schedule. We may not be able to accommodate everyone who requests to testify orally.
· Testifiers for this hearing will be limited to 1 minute each.
