RELATING TO ENERGY FINANCING. Authorizes the Clean Energy and Energy Efficiency Revolving Loan Fund to be used to provide financial assistance to underserved ratepayers, in addition to other eligible borrowers. Appropriates funds into and out of the Clean Energy and Energy Efficiency Revolving Loan Fund.

RELATING TO CLEAN ENERGY. Requires all state and county agencies to utilize applicable federal clean energy tax credits, pursuant to the Inflation Reduction Act of 2022, for the purchase and financing of renewable energy projects and zero-emission vehicles.

RELATING TO ENERGY-EFFICIENCY PORTFOLIO STANDARDS. Extends the State's deadline to achieve its energy-efficiency portfolio standards target from 2030 to 2045 and updates the standards. Requires the Public Utilities Commission to establish interim goals for electricity use reduction to be achieved by 2025, 2035, and 2040. Authorizes the Public Utilities Commission to adjust the 2030 and 2045 standard and interim standards.

RELATING TO LONG DURATION CLEAN ENERGY STORAGE. Requires high quality resource characterization of pumped storage hydropower locations, or other long duration clean energy storage technologies, and promotes their development.

RELATING TO ELECTRIC VEHICLE CHARGING INFRASTRUCTURE. Requires the design of all new state building construction where parking is to be included to provide that at least twenty-five per cent of parking stalls be electric vehicle charger-ready. Requires the Hawaii State Energy Office, in consultation with the Department of Accounting and General Services and Department of Transportation, to conduct a survey and identify certain high-priority state facilities. Establishes a goal of the State to retrofit state facilities to be electric vehicle charger-ready. Requires a report to the Legislature. Appropriates funds.

RELATING TO ELECTRIC VEHICLE PARKING. Removes the exemption that allowed owners of multiple parking facilities within the State to designate and electrify fewer parking spaces than required in one or more of the properties if the requirement for the total number of aggregate spaces on all of their owned properties was met. Authorizes the counties to adopt ordinances to regulate electric vehicle charging systems for places of public accommodation with fewer than one hundred parking spaces.

RELATING TO ELECTRIC VEHICLE BATTERIES. Establishes a working group within the Hawaii State Energy Office to make recommendations for the reuse and recycling of electric vehicle batteries.

RELATING TO ENERGY INDUSTRY INFORMATION REPORTING. Adds the Hawaii Emergency Management Agency and Office of Homeland Security to the list of agencies that may examine the energy industry information statements submitted pursuant to section 486J-3, HRS. Adds the promotion of emergency management and critical infrastructure protection as relevant purposes of the Energy Data Collection Program.

RELATING TO THE GREENHOUSE GAS SEQUESTRATION TASK FORCE. Repeals the Greenhouse Gas Sequestration Task Force.

RELATING TO DECARBONIZATION. Requires the Hawaii Climate Change Mitigation and Adaption Commission to study the feasibility of implementing a "buy clean" decarbonization policy and program in Hawaii. Requires administrative and substantive support from the Department of Land and Natural Resources. Appropriates moneys.

RELATING TO ORGANIC WASTE. Establishes statewide goals for solid waste reduction and organic waste diversion. Requires each county to incorporate into its next integrated solid waste management plan revision a plan to divert certain organic waste generated within the county in alignment with established state benchmarks. Appropriates funds.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony received after this time will be stamped late and left to the discretion of the chair to consider. While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.
Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
The chair may institute a per-testifier time limit.
Committees meeting in the morning must adjourn prior to the day's Floor Session. Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments. However, written submissions will be considered by the committee.
Please refrain from profanity or uncivil behavior. Violations may result in ejection from the hearing without the ability to rejoin.
For remote testifiers, the House will not be responsible for bad connections on the testifier's end.
