RELATING TO STATE ENTERPRISE ZONES.

Extends the eligibility period of the State business tax credit and general excise tax exemption for qualified businesses within State Enterprise Zones from seven years to nine years.  Extends the eligibility period of the State business tax credit and general excise tax exemption for qualified businesses within State Enterprise Zones engaged in the manufacturing of tangible personal property or the producing or processing of agricultural products from ten years to twelve years.  Applies to taxable years beginning after 12/31/2025.

RELATING TO LABELING REQUIREMENTS.

Prohibits the sale of raw ahi and raw ahi products in retail establishments without a label that states the country where the ahi was landed.

RELATING TO ECONOMIC DEVELOPMENT.

Establishes the Aerospace and Aeronautics Development Program within the Department of Business, Economic Development, and Tourism.  Appropriates funds.

RELATING TO ENTERPRISE ZONES.

Amends the definition of "eligible business activity" for enterprise zone program purposes to include retail sales of tangible personal property manufactured and sold in the enterprise zone that is to be used or consumed by the purchaser and not for resale, the processing of value-added agricultural products grown within an enterprise zone, and the provision of professional services by health care professionals in health care related sectors.

SB 981

      Status & Testimony

RELATING TO THE DEPARTMENT OF BUSINESS, ECONOMIC DEVELOPMENT, AND TOURISM.

Requires the Research and Economic Analysis Division of the Department of Business, Economic Development, and Tourism to study the impacts of the Act 114, Session Laws of Hawaii 2022, minimum wage increases on businesses and other employers.  Requires a report to the Legislature.  Appropriates moneys.

RELATING TO SMALL BUSINESS LOANS.

Establishes that Hawaii Start-Up Business Program within the Business Development and Support Division of the Department of Business, Economic Development, and Tourism.  Establishes the Hawaii Start-Up Business Program Special Fund.  Requires DBEDT to submit an annual report to the Legislature.  Establishes one full-time equivalent loan officer position.  Appropriates funds.

RELATING TO ECONOMIC DEVELOPMENT.

Appropriates funds to the Hawaii Technology Development Corporation to assist small businesses with technology enablement.  Requires a report to the Legislature.

RELATING TO THE HAWAII TECHNOLOGY DEVELOPMENT CORPORATION.

Requires the Hawaii Technology Development Corporation to establish state goals and implement projects to promote economic diversification through innovation and technology.  Requires annual reports to the Legislature.  Appropriates funds to the Small Business Innovation Research Program, Manufacturing Assistance Program, and Accelerator and Small Business Training Programs.

RELATING TO AGRICULTURAL DEVELOPMENT.

Authorizes the issuance of general obligation bonds to the Agribusiness Development Corporation for the purchase of a land parcel in Kau for agricultural development.

RELATING TO CONSUMER PROTECTION.

Requires businesses to clearly and conspicuously disclose the total price of all fees or charges that a consumer may have to pay for any live-event tickets or short-term lodging before the consumer consents to pay.  Prohibits any business from charging a consumer any additional hidden or mandatory fees that were not disclosed before the time of purchase.  Prohibits a business from offering, displaying, or advertising any covered goods or services without clearly and conspicuously disclosing the total price.
