RELATING TO THE EARLY LEARNING BOARD. Adds the Director of the Hawaii Head Start State Collaboration Office, or their designee, as an ex officio, non-voting member to the Early Learning Board. Requires the Early Learning Board to invite the President of the Head Start Association of Hawaii, or their designee, to serve as an ex officio, non-voting member of the Board. Requires the Early Learning Board to invite a representative of local providers of early childhood education and development services to serve as an ex officio, non-voting member if no voting member fulfills that role. RELATING TO EDUCATION. Authorizes the Department of Education to award a high school diploma to qualified persons who did not receive a high school diploma as a result of compulsory or voluntary induction into the armed services of the United States or whose high school education was interrupted due to wartime practices during World War II, the Korean War, or the Vietnam War.

RELATING TO THE DEPARTMENT OF EDUCATION. Allows school staff and agents trained by a health care professional to volunteer to administer medication to students at Department of Education public schools under certain conditions. Clarifies who may prescribe medication to be administered to students in schools. Effective 7/1/2050. (SD2)

RELATING TO THE DEPARTMENT OF EDUCATION. Exempts from the electronic procurement system the Department of Education's purchase of fresh local agricultural products and local value-added processed, agricultural, or food products not exceeding $250,000, subject to certain requirements. Requires the Department of Education to establish guidelines for determining a geographic preference for locally sourced products. Exempts the Department of Education from the requirement that certain agricultural products are subject to the Hawaii Public Procurement Code. Effective 7/1/2050. (SD2)

RELATING TO SCHOOL CAFETERIA MEAL COSTS. Requires the Department of Education to charge not less than one-quarter of the cost of preparing a school meal for each school meal. Effective 7/1/2050. Repealed 1/1/2031 if DOE fails to meet statutory Local Farm to School Meal goal. (SD2)

RELATING TO SCHOOL MEALS. Appropriates funds to the Department of Education for meal subsidies for students whose families are classified as asset limited, income constrained, employed (ALICE) households. Requires the Department of Education to adopt administrative rules. Effective 7/1/2050. (SD1)

RELATING TO CHARTER SCHOOLS. Requires the Auditor to conduct a financial audit of each charter school under the State Public Charter School Commission. Requires a report to the Legislature. Requires the State Public Charter School Commission to take action based on the Auditor's recommendations. Appropriates funds. Effective 7/1/2050. (SD2)

RELATING TO THE BOARD OF EDUCATION. Establishes an Audit Office within the Board of Education to audit operations and expenditures of the Department of Education. Exempts positions within the Audit Office from civil service law. Requires annual reports to the Governor and Director of Finance. Authorizes the Legislature to request a copy of the annual reports. Establishes six full-time equivalent (6.0 FTE) positions within the Audit Office. Appropriates funds. Effective 7/1/2050. (SD1)

RELATING TO EDUCATION. Adds 2 ex officio members that represent the Department of Education and the Board of Education to the School Facilities Authority Board. Effective 7/1/2050. (SD2)

RELATING TO THE USE OF PUBLIC LANDS. Requires the School Facilities Authority to consult with the Department of Education and other impacted departments or agencies before the conveyance of ownership rights or lease of lands to the School Facilities Authority. (SD1)

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony received after this time will be stamped late and left to the discretion of the chair to consider. While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.
Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
The chair may institute a per-testifier time limit.
Committees meeting in the morning must adjourn prior to the day's Floor Session. Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments. However, written submissions will be considered by the committee.
Please refrain from profanity or uncivil behavior. Violations may result in ejection from the hearing without the ability to rejoin.
For remote testifiers, the House will not be responsible for bad connections on the testifier's end.
