RELATING TO TEACHER TO STUDENT RATIOS.

Codifies the board of education's policy for class sizes to promote quality education and positive student-teacher interactions.  Informs parents if changes to class sizes are needed.

Requires the Department of Education's existing Free Application for Federal Student Aid (FAFSA) working group to create a state plan to make completion of the FAFSA or an opt-out waiver a statewide graduation requirement by the 2027-2028 school year.  Requires a report to the 2026 legislature.

RELATING TO THE DEPARTMENT OF EDUCATION.

Expands the Department of Education's authority to allow more trained staff to volunteer to assist students with the administration of medication.

Appropriates funds to the Department of Education to conduct a study on methods to support department schools that may be impacted by the Hawaiian Electric Company's Planned Public Safety Power Shutoff program.

Establishes and appropriates funds for a two-year librarian pilot program to serve one school complex on Oahu and one school complex on a neighbor island.

RELATING TO CAPITAL IMPROVEMENT.

Establishes a school capital improvement project modernization initiative in the School Facilities Authority to create a planning database for school facilities.  Appropriates funds.

RELATING TO PROCUREMENT.

Establishes a procurement automation system special fund and aligns section 103D-203(b), HRS, with section 302A-1702, HRS, which added the Executive Director of the School Facilities Authority as a chief procurement officer.

RELATING TO PUBLIC CHARTER SCHOOLS.

Authorizes public charters schools to appeal directly to the Board of Education on matters regarding the schools' operations, governance, or funding, with certain exceptions.

RELATING TO CHARTER SCHOOLS.

Repeals the requirement for the Board of Education to annually report to the Legislature, Governor, and the public on public charter schools.

DECISION MAKING TO FOLLOW

 

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing.  Testimony received after this time will be stamped late and left to the discretion of the chair to consider.  While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.

 

Testimony submitted will be placed on the legislative website.  This public posting of testimony on the website should be considered when including personal information in your testimony.

 

The chair may institute a per-testifier time limit.

 

Committees meeting in the morning must adjourn prior to the day's Floor Session.  Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments.  However, written submissions will be considered by the committee.

 

Please refrain from profanity or uncivil behavior.  Violations may result in ejection from the hearing without the ability to rejoin.

 

For remote testifiers, the House will not be responsible for bad connections on the testifier's end.
