RELATING TO EARLY LEARNING. Appropriates funds for the Executive Office on Early Learning to contract with third-party providers of family-child interaction learning programs.

RELATING TO EARLY LEARNING. Appropriates funds to hire teachers and teacher assistants and for equipment and services for public preschools.

RELATING TO EDUCATION. Requires the Hawaii Teacher Standards Board to establish an international teacher license for certain visa holders. Establishes criteria for obtaining an international teacher license.

RELATING TO TEACHERS. Increases the bonus for teachers who achieve and maintain a current national board certification from $5,000 to $10,000. Appropriates funds.

RELATING TO TEACHER COMPENSATION. Promotes teacher retention by recognizing prior teaching experience at an equal salary rating for entering or reentering teachers into the Department of Education.

RELATING TO SCHOOL SAFETY. Appropriates funds to the Department of Education for positions to implement and maintain school safety measures.

RELATING TO THERAPY SERVICES. Expands the scopes of practice for occupational therapists, physical therapists, and speech pathologists employed by or contracted with the Department of Education to diagnose students with a medical condition in an educational setting and treat the students.

RELATING TO CIVIC EDUCATION. Establishes the civic education trust fund to support programs benefiting civic education of public school students. Appropriates funds for the expansion of civic education in the public schools and for two full-time equivalent permanent civic education resource teacher positions.

RELATING TO EDUCATION. Requires the Department of Education to implement dyslexia-sensitive universal screenings and evidence-based interventions, offer professional development on structured literacy and evidenced-based interventions, and support pre-teacher programs in training candidates in structured literary instruction.

RELATING TO EDUCATION. Establishes state policy to promote braille literacy for eligible blind students. Requires the individualized education programs and section 504 plans of eligible blind students to include the assessment and evaluation of eligible blind students' reading and writing abilities, instruction of braille, and provision of braille instructional materials under certain circumstances. Requires the Department of Education to establish a Braille Literacy Resource Center. Appropriates funds.

RELATING TO AUTHENTIC ASSESSMENTS. Authorizes public school complexes to use authentic assessments as part of classroom-based performance assessments.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony received after this time will be stamped late and left to the discretion of the chair to consider. While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.
Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
The chair may institute a per-testifier time limit.
Committees meeting in the morning must adjourn prior to the day's Floor Session. Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments. However, written submissions will be considered by the committee.
Please refrain from profanity or uncivil behavior. Violations may result in ejection from the hearing without the ability to rejoin.
For remote testifiers, the House will not be responsible for bad connections on the testifier's end.
