RELATING TO LOCAL AGRICULTURAL PRODUCTS.

Modifies certain benchmark goals and timeline for the Department of Education to provide locally-sourced agricultural and food products.

Status

RELATING TO SCHOOL MEALS.

Requires the Department of Education to authorize and facilitate complex areas or individual department schools to form their own farm to school meal programs through partnerships to meet the local farm to school meal goal of thirty per cent of food served in the school to consist of locally sourced products by 2030.  Allows the Department of Education to establish a plant-based meal program no later than the 2026-2027 school year.

HB 497

Status

RELATING TO THE HAWAII CHILD NUTRITION PROGRAMS.

Transfers the Hawaii Child Nutrition Programs Agency from the Department of Education to the Department of Agriculture and codifies its establishment.  Establishes a grant program to be administered by the Agency to support the funding of certain initiatives for the State's public schools.  Appropriates funds for grants.

Status

RELATING TO STUDENT HEAT EXPOSURE SAFETY.

Requires and appropriates funds for the Department of Education, in collaboration with the Department of Health, to develop statewide guidelines related to managing heat exposure to protect students' health during outdoor activities.  Appropriates funds for wet-bulb globe temperature thermometers for all public and charter schools statewide.

Status

RELATING TO EDUCATION.

Authorizes the Department of Education to establish a program to award high school diplomas to persons who did not receive a diploma as a result of compulsory or voluntary induction into the armed services and persons whose high school education was interrupted due to wartime practices during World War II, the Korean War, or the Vietnam War.

HB 841

Status

RELATING TO RETIRED TEACHERS.

Requires retirants rehired as teachers or administrators in teacher shortage areas or in difficult-to-fill positions to be paid at least the minimum salary for their experience and qualifications.  Prohibits rehired retirants from receiving additional employment benefits.  Directs the Department of Education to adopt rules to identify teacher shortage areas and difficult-to-fill positions.

Status

RELATING TO STUDENT HEALTH.

Authorizes a school to maintain a stock supply of bronchodilators to be administered under certain conditions.  Authorizes certain employees of a school and department personnel to administer certain medication in emergency situations, under certain conditions.  Amends prescription drug labeling requirements to include certain information related to a school, if applicable.

Status

RELATING TO THE USE OF PUBLIC LANDS.

Requires the School Facilities Authority to consult with the Department of Education and other impacted departments or agencies prior to the conveyance of ownership rights or lease of lands to the School Facilities Authority.

Status

RELATING TO THE SCHOOL FACILITIES AUTHORITY.

Clarifies that the School Facilities Authority is responsible for certain development, planning, and construction projects for prekindergarten, preschool, and child care facilities, as well as workforce housing.  Allows the School Facilities Authority to use the Department of Education for certain recruitment and hiring responsibilities.  Allows the School Facilities Authority to partner with public and private development agencies to develop prekindergarten facilities.  Exclude School Facilities Authority Board workgroups and subcommittees from the Sunshine Law, except as it relates to permitted interactions.

Status

RELATING TO TEACHER HOUSING.

Establishes the Teacher Housing Assistance Program to provide housing vouchers to certain eligible teachers.  Appropriates funds out of the Teachers' Housing Revolving Fund.

RELATING TO SCHOOL IMPACT FEES.

Exempts housing developed by the Department of Hawaiian Home Lands from school impact fees.

DECISION MAKING TO FOLLOW

 

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing.  Testimony received after this time will be stamped late and left to the discretion of the chair to consider.  While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.

 

Testimony submitted will be placed on the legislative website.  This public posting of testimony on the website should be considered when including personal information in your testimony.

 

The chair may institute a per-testifier time limit.

 

Committees meeting in the morning must adjourn prior to the day's Floor Session.  Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments.  However, written submissions will be considered by the committee.

 

Please refrain from profanity or uncivil behavior.  Violations may result in ejection from the hearing without the ability to rejoin.

 

For remote testifiers, the House will not be responsible for bad connections on the testifier's end.
