RELATING TO SCHOOL IMPACT FEES. Places oversight of the School Impact Fee Program under the School Facilities Authority Board. Allows the School Facilities Authority Board to dissolve a school impact district without a public hearing.

RELATING TO TEACHER WORKFORCE HOUSING. Establishes a Teacher Workforce Housing Stipend Program to support teacher retention at public and charter schools classified as rural and underserved. Requires reports to the Legislature. Appropriates funds.

RELATING TO SCHOOL PSYCHOLOGISTS. Creates a School Psychologists Working Group to recommend actionable steps or propose legislation for an immediate pathway to licensure for school psychologists that can be acted upon in 2026.

RELATING TO EDUCATION. Establishes the position of Ka Papahana Kaiapuni Program Complex Area Superintendent. Requires that at least one at-large member of the Board of Education be a Hawaiian educator, practitioner, or scholar of Hawaiian studies or the Hawaiian language, to be selected from a list of three nominees submitted by the President of the Senate, Speaker of the House of Representatives, and Office of Hawaiian Affairs. Clarifies the purpose and objective of the Hawaiian Language Medium Education Program. Appropriates funds.

RELATING TO EDUCATION. Requires the Board of Education to establish a Korean language program. Appropriates funds.

RELATING TO EDUCATION. Pursuant to a collective bargaining agreement negotiated for Bargaining Unit (5) and subject to the availability of funds, provides annual salary step increases for public school teachers who have completed a year's satisfactory service and comply with specified requirements.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony received after this time will be stamped late and left to the discretion of the chair to consider. While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.
Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
The chair may institute a per-testifier time limit.
Committees meeting in the morning must adjourn prior to the day's Floor Session. Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments. However, written submissions will be considered by the committee.
Please refrain from profanity or uncivil behavior. Violations may result in ejection from the hearing without the ability to rejoin.
For remote testifiers, the House will not be responsible for bad connections on the testifier's end.
