RELATING TO HEALTH CARE WORKFORCE DEVELOPMENT. Appropriates funds to support educational training programs to expand the State's health care workforce, including health care certificate programs and classroom renovations for health care training in public high schools and education programs that support certified nurse assistants in becoming licensed practical nurses. Effective 7/1/3000. (HD1)

RELATING TO SURFING. Appropriates funds to the Department of Education to support the establishment of surfing as an interscholastic sport. (HD1)

RELATING TO THE DEPARTMENT OF EDUCATION. Changes the due date of the Department of Education's computer science legislative report from June 30 to twenty days prior to the start of each legislative regular session.

RELATING TO EDUCATION. Allows newly graduated high school students to be eligible for workers' compensation coverage during the summer following their high school graduation while participating in Department of Education-sponsored work-based learning programs. Effective 7/1/3000. (HD1)

RELATING TO THE EARLY CHILDHOOD EDUCATOR SPECIAL FUND. Amends section 302L-9(e), HRS, to require stipend funds repaid by a stipend recipient pursuant to section 302L-9(d), HRS, to be deposited into the early learning special fund established pursuant to section 302L-5, HRS. Repeals section 302L-10, HRS.

RELATING TO THE EARLY LEARNING BOARD. Amends section 302L-1.6(b), HRS, to add the head start state collaboration office director as an ex officio, non-voting member of the early learning board, and to require the board to invite the president of the Head Start Association of Hawaii, or the president's designee, to serve as an ex officio, non-voting member of the board.

RELATING TO RECREATIONAL FACILITIES. Beginning on 6/30/2030, requires all new playgrounds constructed in state parks and on public school grounds to include accessible recreational playground equipment as part of the recreational apparatuses. Establishes the Accessible Recreational Playground Equipment Special Fund. Appropriates funds. Effective 7/1/3000. (HD1)

RELATING TO TEACHER HOUSING. Establishes the Teacher Home Assistance Program to provide housing vouchers to certain eligible teachers. Appropriates funds out of the Teachers' Housing Revolving Fund. Effective 7/1/3000. (HD1)

RELATING TO GENERAL EXCISE TAX EXEMPTIONS. Establishes a general excise tax exemption on the gross proceeds or gross income received from sales of commodities or services that benefit nonprofit schools. Effective 1/1/2026.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony received after this time will be stamped late and left to the discretion of the chair to consider. While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.
Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
The chair may institute a per-testifier time limit.
Committees meeting in the morning must adjourn prior to the day's Floor Session. Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments. However, written submissions will be considered by the committee.
Please refrain from profanity or uncivil behavior. Violations may result in ejection from the hearing without the ability to rejoin.
For remote testifiers, the House will not be responsible for bad connections on the testifier's end.
