Appropriates funds to the Hawaii Technology Development Corporation to assist small businesses with technology enablement.  Requires a report to the Legislature.  Effective 7/1/2050.  (SD1)

RELATING TO THE STADIUM DEVELOPMENT SPECIAL FUND.

Requires conditions placed on appropriations to the Stadium Development Special Fund to be met before expenditure.  Restricts private donations to the Stadium Authority to use on stadium infrastructure and stadium development costs.  Appropriates funds out of the Stadium Development Special Fund, subject to the completion of specific project readiness conditions.  Requires certain moneys expended to be from private sources.  Effective 7/1/2050.  (SD3)

RELATING TO COMBAT SPORTS.

Renames the Boxing Commission of Hawaii to the Combat Sports Commission of Hawaii.  Expands the jurisdiction of the Boxing Commission to include combat sports contests.  Prohibits no rules combat or similar combat sports contests.  Repeals chapter 440E, HRS, relating to Mixed Martial Arts Contests.  Appropriates funds.  Effective 7/1/2050.  (SD2)

RELATING TO DUE PROCESS PROTECTIONS.

Establishes the Due Process in Immigration Proceedings Program to provide legal representation to individuals in immigration-related proceedings in immigration court.  Requires reports to the Legislature.  Appropriates moneys.  Effective 4/23/2057.  (SD2)

RELATING TO STATE ENTERPRISE ZONES.

Amends the definition of "eligible business activity" for Enterprise Zone Program purposes to include retail sales of tangible personal property manufactured and sold in the enterprise zone that is to be used or consumed by the purchaser and not for resale, the processing of value-added agricultural products grown within an enterprise zone, and the provision of professional services by health care professionals in health-care related sectors.  Extends the eligibility period of the state business tax credit and general excise tax exemption for qualified businesses within state Enterprise Zones from 7 years to 9 years.  Extends the eligibility period of the general excise tax exemption for qualified businesses within state Enterprise Zones engaged in the manufacturing of tangible personal property or the producing or processing of agricultural products from 10 years to 12 years.  Makes the extension of the state business tax credit eligibility period applicable to taxable years beginning after 12/31/2025.  Makes the extension of the general excise tax exemption eligibility period take effect on 1/1/2027.  Effective 7/1/2050.  (SD2)

RELATING TO THE FILM INDUSTRY.

Requires each county to waive applicable permitting fees for film activity conducted on county lands by a qualified production that qualifies for the film production tax credit.  Requires qualified production costs of a taxpayer that exceed $1,000,000 to be certified by an independent third-party certified public accountant to qualify for the film production tax credit.  Increases to an unspecified amount the aggregate cap amount of film production tax credits allowed in any given year.  Repeals language authorizing film production tax credit claims to be applied to subsequent taxable years when the aggregate cap amount has been reached.  Includes broadcast and streaming platform productions under the film production tax credit.  Defines "streaming platform".  Effective 7/1/2050.  (SD2)

Status

RELATING TO THE GENERAL EXCISE TAX.

Exempts from the state general excise tax any grants received from the federal Restaurant Revitalization Fund by an eligible business pursuant to the American Rescue Plan Act of 2021.  Requires any state general excise taxes paid by eligible businesses for Restaurant Revitalization Fund grants to be refunded to the taxpayer.  Effective 7/1/2050.  Applies retroactively to 3/11/2021.  (SD1)

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing.  Testimony received after this time will be stamped late and left to the discretion of the chair to consider.  While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.

 

Testimony submitted will be placed on the legislative website.  This public posting of testimony on the website should be considered when including personal information in your testimony.

 

The chair may institute a per-testifier time limit.

 

Committees meeting in the morning must adjourn prior to the day's Floor Session.  Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments.  However, written submissions will be considered by the committee.

 

Please refrain from profanity or uncivil behavior.  Violations may result in ejection from the hearing without the ability to rejoin.

 

For remote testifiers, the House will not be responsible for bad connections on the testifier's end.
