RELATING TO NATIVE HAWAIIANS. Requires the Department of Business, Economic Development, and Tourism to identify all legislative districts in the State in which a majority of the population consists of Native Hawaiians. Designates these districts as Native Hawaiian majority districts.

RELATING TO ARTIFICIAL INTELLIGENCE. Requires corporations, organizations, or individuals engaging to commercial transactions or trade practices to clearly and conspicuously notify consumers when the consumer is interacting with an artificial intelligence chatbot or other technology capable of mimicking human behaviors. Authorizes private rights of action. Establishes statutory penalties.

RELATING TO TRADE. Establishes the Hawaii-Ireland Trade Commission within the Department of Business, Economic Development, and Tourism for administrative purposes.

RELATING TO SMALL BUSINESSES. Establishes and appropriates funds for a small business fee waiver program within the Business Registration Division of the Department of Commerce and Consumer Affairs to waive certain fees for applicants registering a new small business in the State for the first time.

RELATING TO ARTIFICIAL INTELLIGENCE. Establishes the Hawaii Artificial Intelligence Advisory Council. Requires an action plan and reports to the Governor and Legislature by certain dates. Establishes 2 permanent full-time equivalent (2.0 FTE) positions. Authorizes the hiring of consultants to assist the advisory council. Appropriates moneys.

RELATING TO GOVERNMENTAL EFFICIENCY. Authorizes Executive and Administrative Departments and Agencies to enter into intergovernmental and partnership agreements with private sector entities, nonprofit organizations, and other governmental bodies. Requires annual report to the Legislature.

RELATING TO SPORTS WAGERING. Allows for the regulation of sports wagering by the Department of Business, Economic Development, and Tourism. Establishes licensing requirements for sports wagering operators and sports wagering suppliers. Specifies that sports wagering shall not be considered games of chance or gambling.

DECISION MAKING TO FOLLOW
Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony received after this time will be stamped late and left to the discretion of the chair to consider. While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.
Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
The chair may institute a per-testifier time limit.
Committees meeting in the morning must adjourn prior to the day's Floor Session. Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments. However, written submissions will be considered by the committee.
Please refrain from profanity or uncivil behavior. Violations may result in ejection from the hearing without the ability to rejoin.
For remote testifiers, the House will not be responsible for bad connections on the testifier's end.
