RELATING TO ENVIRONMENTAL PROTECTION.

Requires an owner or operator of a waste-to-energy facility to comply with certain United States Environmental Protection Agency regulations for emission limitations as they existed on 12/31/2024, unless emission limitations are made more stringent by federal regulations or by the state air pollution control permit issued to that owner or operator by the Department of Health.  Sunsets 6/30/2027.  Effective 12/31/2050.  (SD1)

RELATING TO ENERGY-EFFICIENCY PORTFOLIO STANDARDS.

Extends the State's deadline to achieve its energy-efficiency portfolio standards from 2030 to 2045 and updates the standards.  Requires the Public Utilities Commission to establish additional interim standards for electricity use reduction to be achieved by 2035 and 2040.  Authorizes the Public Utilities Commission to adjust the 2030 and 2045 standards and interim standards.  Effective 7/1/3000.  (HD1)

RELATING TO HEALTH.

Allows a pathway for foreign medical school graduates to be licensed as physicians that was previously only available to graduates who passed the qualifying examination of the Educational Commission for Foreign Medical Graduates before 1984.  Establishes an alternative pathway for the licensure as physicians for foreign medical graduates who passed certain examinations, possess an Educational Commission for Foreign Medical Graduates certificate, and have completed two years of post-graduate medical training.  (SD1)
