RELATING TO WATER CARRIERS. Establishes a Water Carrier Inflationary Cost Index Automatic Adjustment Mechanism. Authorizes the Public Utilities Commission to grant exemptions to any water carrier from any requirement under the Hawaii Water Carrier Act. Defines "automatic adjustment mechanism". Effective 7/1/2050. (SD1)

RELATING TO ENERGY. Authorizes state facilities to wheel electricity that is produced by their own facility from renewable energy sources to another state facility pursuant to administrative rules established by the Public Utilities Commission. Requires the Public Utilities Commission to submit a report to the Legislature. (SD1)

RELATING TO RECYCLING. Establishes an End-of-Life Lithium-ion Battery Management Working Group. Requires a report to the Legislature. Effective 1/1/2026. (SD1)

RELATING TO THE DEPARTMENT OF EDUCATION. Allows school staff and agents trained by a health care professional to volunteer to administer medication to students at Department of Education public schools under certain conditions. Clarifies who may prescribe medication to be administered to students in schools. Effective 7/1/2050. (SD1)

RELATING TO RENEWABLE ENERGY. Authorizes certain state government entities to establish a self-certification process for behind-the-meter, customer-sited solar distributed energy resource systems and exempt the systems from the Federal Emergency Management Agency No-Rise/No-Impact declaration requirements under certain circumstances. RELATING TO HEALTH INSURANCE. Requires all health insurers in the State, excluding Medicaid managed care programs, to cover the cost of continuous glucose monitors and related supplies under certain conditions. Applies to insurance policies, contracts, plans, or agreements issued or renewed in the State after 12/31/2025. (SD1)

RELATING TO MEAT DONATION. Exempts the donation of wild game meat, including axis deer, by a hunter for the use or distribution by a charitable, religious, or nonprofit organization to needy persons from certain laws regarding the inspection and transportation of meat. (SD1)

RELATING TO PHARMACISTS. Authorizes a registered pharmacist under contract with a covered entity for purposes of the federal 340B Drug Pricing Program to supervise via telehealth the filling or receipt of a prescription in certain circumstances. (SD1)

RELATING TO TELEHEALTH. Updates the State's laws on telehealth services to conform with federal Medicare regulations. Requires the Insurance Commissioner to report to the Legislature on reimbursements claimed in the previous year for certain telehealth services. Repeals the sunset date of Act 107, Session Laws of Hawaii 2023. Effective 12/31/2050. (SD1)

RELATING TO PRIOR AUTHORIZATION OF HEALTH CARE SERVICES. Requires any utilization review entity in the State to submit to the State Health Planning and Development Agency data relating to prior authorization of health care services. Effective 12/31/2050. (SD1)

RELATING TO HEARING AIDS. Requires health insurance policies and contracts issued on or after 1/1/2026 to provide optional coverage for the cost of hearing aids at a minimum $1,500 per hearing aid for each hearing-impaired ear every thirty-six months. (SD1)
