      Status & Testimony

RELATING TO INSURANCE.

Requires that property and casualty insurance rates that incorporate historical or projected losses from fire or catastrophe hazards be conditioned on agreement by the insurer to file and litigate subrogation claims against responsible parties.  Requires the Hawaii Property Insurance Association to file and litigate subrogation claims against certain responsible parties for claims paid by the insurer for losses that are attributable to climate change.  Requires insurance rates to account for proceeds obtained by the Association through subrogation claims.

RELATING TO PROFESSIONAL LAND SURVEYORS.

Establishes a statute of repose prohibiting the commencement of a civil action against a professional land surveyor if ten years has elapsed since the latter of the date of completion of a contract or final payment for land surveying work.

Establishes requirements for compensation to utility customers following a power outage.

RELATING TO THE COSMETOLOGY LICENSURE COMPACT.

Authorizes the Governor to enter into a Cosmetology Licensure Compact on behalf of the State to provide a streamlined process that allows cosmetologists to obtain a multistate license enabling them to practice cosmetology in another state without obtaining a separate license under the laws of that state.  Requires the Department of Commerce and Consumer Affairs to adopt rules to implement and administer the Compact.  Authorizes the Governor to enter into the Compact effective 1/1/2026.

RELATING TO NATURAL HAIR BRAIDING.

Exempts natural hair braiders from licensing requirements under certain conditions.

RELATING TO NAIL TECHNICIANS.

Requires the Department of Commerce and Consumer Affairs to adopt rules establishing a license and corresponding licensing requirements specifically for nail technicians separate from a general cosmetologist license.
