RELATING TO VETERINARIANS.

Establishes the Veterinarian Workforce Development Special Fund.  Establishes the Veterinarian Workforce Development Fee to support recruitment and retention of veterinarians in the State.  Establishes the Veterinarian Workforce Development Loan Repayment and Scholarship Program to support qualified veterinarians committed to or currently working in veterinary medicine in the State.  Appropriates funds.

RELATING TO THE DEPARTMENT OF COMMERCE AND CONSUMER AFFAIRS.

Requires the Director of Commerce and Consumer Affairs to make all business registration applications available online.  Requires all applications to contain certain contact information.

RELATING TO THE LANDLORD TENANT CODE.

Authorizes a landlord to petition a district court for a temporary restraining order, permanent restraining order, or injunction to compel a tenant's compliance with section 521-51, Hawaii Revised Statutes.

RELATING TO EVICTION MEDIATION.

Beginning 2/5/2026, extends the period for a notice of termination of a rental agreement; requires landlords to engage in mediation and delay filing an action for summary possession if a tenant schedules or attempts to schedule mediation; and requires landlords to provide specific information in the 10‑calendar-day notice to tenants.  Repeals 2/4/2027.  Appropriates moneys.

RELATING TO AGRICULTURE.

Extends the offense of false labeling of Hawaii-grown coffee to include roasted coffee.  Imposes $10,000 fine for each separate offense of false-labeling of Hawaii-grown roasted coffee.

      Status & Testimony

RELATING TO THE RESIDENTIAL LANDLORD-TENANT CODE.

Provides the amount of recovery for tenants who prevail in civil suits for a landlord's violation of the Residential Landlord‑Tenant Code within an area that was a federally declared disaster area as of 8/8/2023.  Provides for reasonable attorney fees and recovery for the cost of the suit.

RELATING TO TITLE 24, HAWAII REVISED STATUTES.

Provides amendments to net solvency report filing requirements for mutual benefit societies, dental insurers, and health maintenance organizations.  Effective 10/1/2025.

RELATING TO ADMINISTRATIVE LICENSURE ACTIONS AGAINST SEX OFFENDERS.

Authorizes the Department of Commerce and Consumer Affairs and certain licensing boards to automatically revoke and refuse to renew, restore, or reinstate the professional licenses of registered sex offenders.

      Status & Testimony

RELATING TO SERVICE ANIMALS.

Requires sellers or providers of emotional support animals to provide written notice to the buyers or recipients that the animal does not have the special training required to qualify as a service animal; the animal is not entitled to the rights and privileges accorded by law to a service animal; and knowingly misrepresenting as a service animal any animal that does not meet the statutory requirements of a service animal is a violation of law.  Requires sellers or providers of certificates or identification tags for emotional support animals to provide written notice to the buyers or recipients that the item does not entitle an emotional support animal to the rights and privileges accorded by law to a service animal and knowingly misrepresenting as a service animal any animal that does not meet the statutory requirements of a service animal is a violation of law.  Establishes penalties.

SB 1662

      Status & Testimony

RELATING TO THE RESIDENTIAL LANDLORD-TENANT CODE.

Prohibits a landlord or the landlord's agent from charging an application fee for a criminal background check or credit report if an applicant provides a certified copy of a criminal background check or credit report.  Prohibits a landlord or the landlord's agent from charging an application fee if a comprehensive reusable tenant screening report is available.  Requires a landlord or the landlord's agent to provide, upon request, a certified copy of an applicant's criminal background check or credit report.
