RELATING TO CONDOMINIUMS. Clarifies an association board's authority with respect to calling electronic meetings, electronic voting, and mail voting. Clarifies that, in condominium elections, cumulative voting rights apply to all candidates regardless of whether they are nominated. Clarifies that individual votes are used in cumulative voting.

RELATING TO COFFEE LABELING. Clarifies the labeling and advertising requirements for coffee that is grown and processed in the State. Defines regional origin. Effective 7/1/3000. (HD1)

RELATING TO MOTOR CARRIERS. Exempts non-profit community-based organizations providing transportation services from motor carrier regulations under certain circumstances. Effective 7/1/3000. (HD1)

RELATING TO CHILD PERFORMERS. Requires a parent or legal guardian of a minor in theatrical employment to establish a trust account for the minor with an independent third-party trustee. Requires the employer of a minor in theatrical employment to deposit a portion of the minor's earnings into the trust account until the child becomes an adult. Effective 7/1/3000. (HD2)

RELATING TO HEALTH CARE. Clarifies that a physician may practice at organized ambulatory health care facilities even if the physician does not have hospital privileges at a licensed hospital in the same geographic location as the ambulatory facility. Provides that a written transfer agreement is not required to transfer a patient from an organized ambulatory health care facility to a licensed hospital. Effective 7/1/3000. (HD1)

RELATING TO HEALTH. Specifies the types of foreign medical schools whose graduates may be accepted for licensure. Specifies licensure requirements for foreign medical graduates. Exempts foreign medical graduates from the residency requirements for medical licensure if the applicant had at least one year of fellowship training in a program whose parent program or hospital holds certain accreditations. Authorizes the Hawaii Medical Board to waive the residency requirements if the foreign medical graduate applicant has graduated from a foreign medical school, passed the USMLE, and practices in a specialty that no other licensed physician in the State practices in. Effective 7/1/3000. (HD1)

RELATING TO EDUCATION. Requires the Hawaii Teacher Standards Board to establish an international teacher license for certain visa holders and the requirements to obtain the international teacher license. Requires a report to the Legislature. Effective 7/1/3000. (HD1)

RELATING TO THERAPY SERVICES. Expands the scopes of practice for occupational therapists, physical therapists, and speech pathologists employed by or contracted with the Department of Education to diagnose students with a medical condition in an educational setting and treat the students. RELATING TO ENVIRONMENTAL PROTECTION. Requires an owner or operator of a waste-to-energy facility to comply with certain United States Environmental Protection Agency regulations for emission limitations as they existed on December 31, 2024, unless emission limitations are made more stringent. Sunsets 6/30/2027. Effective 7/1/3000. (HD1)

RELATING TO WORKERS' COMPENSATION. Clarifies the process for selecting a certified provider of rehabilitation services. Requires providers to automatically approve vocational rehabilitation services for an injured employee if those services will likely be required for suitable gainful employment. Effective 7/1/3000. Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony received after this time will be stamped late and left to the discretion of the chair to consider. While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.
Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
The chair may institute a per-testifier time limit.
Committees meeting in the morning must adjourn prior to the day's Floor Session. Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments. However, written submissions will be considered by the committee.
Please refrain from profanity or uncivil behavior. Violations may result in ejection from the hearing without the ability to rejoin.
