RELATING TO CONDOMINIUMS.

Provides that a condominium board's or its officer's or member's failure to maintain the minimum required balance for a condominium's replacement reserves fund may constitute a violation of the fiduciary duty owed.  Establishes a minimum balance for a condominium association's replacement reserves fund, with an exception for sufficient assessments.  Effective 9/1/2025.

Establishes a regulatory framework specifically for pet insurance based on the National Association of Insurance Commissioners' Pet Insurance Model Act.

Clarifies the education and professional experience requirements for certified public accountant license applicants to establish alternative pathways to licensure.

Provides amendments to net solvency report filing requirements for mutual benefit societies, dental insurers, and health maintenance organizations.  Effective 10/1/2025.

RELATING TO ENVIRONMENTAL PROTECTION.

Requires an owner or operator of a waste-to-energy facility to comply with certain United States Environmental Protection Agency regulations for emission limitations as they existed on December 31, 2024, unless emission limitations are made more stringent.  Sunsets 6/30/2027.  Effective 7/1/3000.  (HD1)

RELATING TO ENERGY-EFFICIENCY PORTFOLIO STANDARDS.

Extends the State's deadline to achieve its energy-efficiency portfolio standards from 2030 to 2045 and updates the standards.  Requires the Public Utilities Commission to establish additional interim standards for electricity use reduction to be achieved by 2035 and 2040.  Authorizes the Public Utilities Commission to adjust the 2030 and 2045 standards and interim standards.  Effective 7/1/3000.  (HD1)

RELATING TO ENERGY.

Expands the types of water heater systems that may satisfy the relevant requirement for the issuance of a building permit for new single-family dwellings to include ENERGY STAR certified heat pump water heaters.  Effective 7/1/3000.  (HD1)

RELATING TO PRESCRIPTION DRUGS.

Allows a patient who has been seen in-person by a physician who is in the same medical group as the prescribing physician to be prescribed an opiate prescription for a three-day supply or less via telehealth.  Effective 7/1/3000.  (HD1)

RELATING TO CERTIFIED CAREGIVERS.

Lowers the minimum age for certified caregivers for adult foster homes from twenty-one to eighteen.  Effective 7/1/3000.  (HD1)

RELATING TO THE DEPARTMENT OF EDUCATION.

Expands the Department of Education's authority to allow more trained staff to volunteer to assist students with the administration of medication.  Effective 7/1/3000.  (HD1)

RELATING TO WORKERS' COMPENSATION.

Clarifies the process for selecting a certified provider of rehabilitation services.  Requires providers to automatically approve vocational rehabilitation services for an injured employee if those services will likely be required for suitable gainful employment.  Effective 7/1/3000.  (HD1)

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing.  Testimony received after this time will be stamped late and left to the discretion of the chair to consider.  While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.

 

Testimony submitted will be placed on the legislative website.  This public posting of testimony on the website should be considered when including personal information in your testimony.

 

The chair may institute a per-testifier time limit.

 

Committees meeting in the morning must adjourn prior to the day's Floor Session.  Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments.  However, written submissions will be considered by the committee.

 

Please refrain from profanity or uncivil behavior.  Violations may result in ejection from the hearing without the ability to rejoin.

 

For remote testifiers, the House will not be responsible for bad connections on the testifier's end.
