RELATING TO WORKERS' COMPENSATION. Establishes a payment rate not to exceed cost plus forty per cent for nonprescription drugs, over-the-counter drugs, or nonlegend drugs for workers' compensation purposes, subject to certain conditions. Effective 7/1/3000. (HD1)

RELATING TO WORKERS' COMPENSATION. Authorizes an attending physician to request a functional capacity exam and refer an injured employee for the exam without first obtaining permission from the employee's employer. Allows licensed occupational and physical therapists to be deemed qualified to perform functional capacity exams. Effective 7/1/3000. (HD1)

RELATING TO PERMITS. Establishes an exemption from applicable county permit requirements for repetitive construction projects for facilities under the control of any state department or agency, under certain conditions. Clarifies that, except for projects in special flood hazard areas, contracts for the construction, renovation, or repair of facilities under the control of the Department of Education, University of Hawaii, or School Facilities Authority shall be exempt from county permitting requirements that related off-site improvements be made by the contracting government agency as a condition to the issuance of any permit. Effective 7/1/3000. (HD1)

RELATING TO PHARMACY. Beginning 1/1/2026, requires pharmacy technicians to be registered. Imposes a duty on pharmacists-in-charge to report violations conducted by registered pharmacy technicians. Specifies that supervising registered pharmacists are responsible for the actions of registered pharmacy technicians and pharmacy interns. Effective 7/1/3000. (HD1)

RELATING TO INSURANCE. For policies, contracts, plans, and agreements issued or renewed after 12/31/2025, requires insurers, mutual benefit societies, and health maintenance organizations to provide coverage for standard fertility preservation services for persons undergoing medically necessary treatment that may cause iatrogenic infertility. Effective 7/1/3000. (HD1)

RELATING TO CANNABIS. Repeals the requirement that a provider-patient relationship be established in person. Allows applicants or primary caregivers to temporarily purchase medical cannabis after the submission of the applicant's certification form. Effective 7/1/3000. (HD1)

RELATING TO NOISE. Increases fines for violations of leaf blower, string trimmer, and weed whacker restrictions. Repeals the exemptions for government entities and their agents from these restrictions. Beginning 7/1/2028, prohibits the sale of any leaf blower, string trimmer, or weed whacker that is rated by its manufacturer at greater than sixty-five dbA when measured at fifty feet. Effective 7/1/3000. (HD1)

RELATING TO LABELING REQUIREMENTS. Prohibits the sale of processed ahi in retail establishments without a label that states the country where the ahi was landed. Effective 7/1/3000. (HD1)

RELATING TO AQUACULTURE. Authorizes the Division of Animal Industry of the Department of Agriculture to adopt, amend, and repeal rules to develop an assessment and approval process to import and move aquatic livestock in the State. Requires the Aquaculture Program to develop a risk-based framework and biocontainment standards for the aquatic livestock assessment and approval process. Appropriates funds. Effective 7/1/3000. Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing. Testimony received after this time will be stamped late and left to the discretion of the chair to consider. While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.
Testimony submitted will be placed on the legislative website. This public posting of testimony on the website should be considered when including personal information in your testimony.
The chair may institute a per-testifier time limit.
Committees meeting in the morning must adjourn prior to the day's Floor Session. Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments. However, written submissions will be considered by the committee.
Please refrain from profanity or uncivil behavior. Violations may result in ejection from the hearing without the ability to rejoin.
