RELATING TO LABELING.

Establishes labeling requirements for certain premoistened nonwoven disposable wipes.  Establishes civil penalties.

RELATED TO CONTROLLED SUBSTANCES.

For purposes of the hemp processors law, amends the definitions of "artificially derived cannabis", "cannabis", and "manufactured hemp product" to include all forms of cannabinoids classified as schedule I under the Uniform Controlled Substances Act.

RELATING TO ATTORNEYS' FEES.

Limits the attorneys' fees in settlement agreements relating to, or actions brought as a result of, construction defects to ensure that plaintiffs receive an amount that is at least ninety per cent of the repair cost for the construction defect.

RELATING TO CONDOMINIUMS.

Establishes the Condominium Loan Program to provide condominium associations with low-cost financing, or refinance previously obtained loans, for maintenance or repair projects.  Establishes the Condominium Loan Loss Reserves Program to incentivize lenders into providing loans at competitive rates and terms to condominium associations for the purpose of allowing condominium associations to make necessary maintenance or repairs.  Appropriates funds.

RELATING TO CONDOMINIUMS.

Requires condominium associations to repair defective conditions of common elements that constitute health or safety violations.  Allows unit owners to make the repairs at the association's expense.

RELATING TO THE RESIDENTIAL LANDLORD-TENANT CODE.

Prohibits a landlord or the landlord's agent from charging an application fee for a criminal background check or credit report if an applicant provides a certified copy of a criminal background check or credit report.  Prohibits a landlord or the landlord's agent from charging an application fee if a comprehensive reusable tenant screening report is available.  Requires a landlord or the landlord's agent to provide, upon request, a certified copy of an applicant's criminal background check or credit report.

Status

RELATING TO PET ANIMALS.

Prohibits insurers from refusing to issue or renew, canceling, restricting, otherwise terminating, or charging higher rates for a commercial general liability insurance policy, homeowners insurance policy, renters insurance policy, or dwelling fire policy based on the breed of any dog that is kept on the insured premises.  Prohibits landlords from charging additional monthly fees for the keeping of a pet animal, except in certain circumstances.  Prohibits landlords from charging more than one-third of one month's rent as an additional pet animal security deposit.

DECISION MAKING TO FOLLOW

 

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing.  Testimony received after this time will be stamped late and left to the discretion of the chair to consider.  While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.

 

Testimony submitted will be placed on the legislative website.  This public posting of testimony on the website should be considered when including personal information in your testimony.

 

The chair may institute a per-testifier time limit.

 

Committees meeting in the morning must adjourn prior to the day's Floor Session.  Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments.  However, written submissions will be considered by the committee.

 

Please refrain from profanity or uncivil behavior.  Violations may result in ejection from the hearing without the ability to rejoin.

 

For remote testifiers, the House will not be responsible for bad connections on the testifier's end.
