RELATING TO PLANT CARE COMPONENTS.

Authorizes the Department of Agriculture to adopt rules and establishes administrative penalties to establish and enforce the plant care component program.  Appropriates funds and establishes positions for purposes of the plant care component program.

RELATING TO AGRICULTURE.

Establishes an agricultural crime prevention program within the Department of Agriculture to provide grants, education, administrative enforcement, and other services for the benefit of the State's agricultural industry.  Clarifies, creates, and strengthens laws regarding crimes and violations related to agriculture or agricultural lands and hunting on private agricultural lands.  Establishes clear distinctions between administrative and criminal penalties.  Appropriates funds.

RELATING TO THE TRANSFER OF NON-AGRICULTURAL PARK LANDS.

Requires the Department of Agriculture to accept the transfer of and manage certain qualifying non-agricultural park lands.

Appropriates funds to offset the debt for the Waiahole Water System.

Includes agricultural tourism in the definition of "enterprise" to authorize the Agribusiness Development Corporation to financially support farming businesses engaged in agricultural tourism.

RELATING TO MEAT DONATION.

Exempts the donation of wild game meat, including axis deer, to a charitable, religious, or nonprofit organization to needy persons from certain laws regarding the inspection and transportation of meat.

RELATING TO AGRICULTURE.

Extends the offense of false labeling of Hawaii-grown coffee to include roasted coffee.  Imposes $10,000 fine for each separate offense of false-labeling of Hawaii-grown roasted coffee.

RELATING TO LABELING REQUIREMENTS.

Prohibits the sale of raw ahi and raw ahi products in retail establishments without a label that states the country where the ahi was landed.

DECISION MAKING TO FOLLOW

 

Persons wishing to offer comments should submit testimony at least 24 hours prior to the hearing.  Testimony received after this time will be stamped late and left to the discretion of the chair to consider.  While every effort will be made to incorporate all testimony received, materials received on the day of the hearing or improperly identified or directed, may not be processed.

 

Testimony submitted will be placed on the legislative website.  This public posting of testimony on the website should be considered when including personal information in your testimony.

 

The chair may institute a per-testifier time limit.

 

Committees meeting in the morning must adjourn prior to the day's Floor Session.  Therefore, due to time constraints, not all testifiers may be provided an opportunity to offer verbal comments.  However, written submissions will be considered by the committee.

 

Please refrain from profanity or uncivil behavior.  Violations may result in ejection from the hearing without the ability to rejoin.

 

For remote testifiers, the House will not be responsible for bad connections on the testifier's end.
