RELATING TO ENVIRONMENTAL PROTECTION. Beginning 1/1/2028, prohibits the manufacture, sale, offer for sale, distribution for sale, and distribution for use of any food packaging, food service ware, cosmetic, or personal care product that contains intentionally added perfluoroalkyl and polyfluoroalkyl substances, with certain exceptions.

RELATING TO THE ENVIRONMENTAL REVIEW PROCESS. Repeals the definition of "finding of no significant impact". Defines "finding of completion of environmental disclosure process". Makes conforming amendments.

RELATING TO RECYCLING. Expands the Electronic Device Recycling and Recovery Act to include the collection and recycling of certain lithium-ion batteries. Requires manufacturers of lithium-ion batteries to recycle or arrange for the recycling of lithium-ion batteries sold in the State, and ensure the safe collection, storage, transportation, and recycling of batteries.

RELATING TO NEONICOTINOIDS. Classifies neonicotinoid pesticides as restricted use pesticides and establishes a list of chemicals that shall belong to the neonicotinoid class of chemicals. Prohibits the sale or use of seeds coated or treated with neonicotinoid pesticides. Requires the Department of Agriculture to adopt rules that identify and regulate the most harmful neonicotinoid pesticide formulations and develop guidelines for safer alternatives.

RELATING TO FARM DWELLINGS. Prohibits the construction of new farm dwellings on agricultural park lots beginning 1/1/2026. Prohibits residence within an unpermitted farm dwelling. Authorizes inspections.

RELATING TO THE HAWAII ANT LAB. Appropriates funds to the Department of Agriculture to support the Hawaii Ant Lab in mitigating the effects of little fire ants in the State.

RELATING TO GENERAL EXCISE TAX EXEMPTIONS. Repeals the general excise tax exemption for amounts received by independent sugar cane farmers. Repeals the general excise tax exemption for amounts received by a contractor of the Patient-Centered Community Care program that is established by the United States Department of Veterans Affairs pursuant to title 38 United States Code section 8153. Effective 1/1/2026.

RELATING TO AGRICULTURE. Establishes an agroecological and climate-smart farming practices tax credit. Applies to taxable years beginning after 12/31/2025.

RELATING TO OWNERSHIP OF AGRICULTURAL LAND. Prohibits certain entities from acquiring or holding any interest in agricultural land within the State and from engaging in farming operations in the state (Proposed SD1)

RELATING TO SPECIAL PURPOSE REVENUE BONDS TO ASSIST ALOUN KAUAI FARMING, AN AGRICULTURAL ENTERPRISE, IN THE FINANCE, OPERATION, AND MAINTENANCE OF A PROJECT TO REVITALIZE THE DAIRY INDUSTRY. Authorizes the Department of Budget and Finance to issue special purpose revenue bonds to assist Aloun Kauai Farming in the planning, design, construction, and maintenance of an integrated dairy industry.

RELATING TO AQUACULTURE. Prohibits certain octopus aquaculture.

RELATING TO THE CRANSTON DUKE PIA ACT. Establishes that, in certain circumstances, an actor rightfully present on agricultural lands may exercise deadly force with a right to stand the actor's ground and not retreat.

RELATING TO AGRICULTURE. Establishes an agricultural crime prevention program within the Department of Agriculture to provide grants, education, administrative enforcement, and other services for the benefit of the State's agricultural industry. Clarifies, creates, and strengthens laws regarding crimes and violations related to agriculture or agricultural lands and hunting on private agricultural lands. Establishes clear distinctions between administrative and criminal penalties. Appropriates funds.

RELATING TO AGRICULTURAL CRIME. Establishes an Agricultural Crimes Task Force to address the issue of agricultural crime in the State. Establishes the offense of agricultural crime to increase penalties for property crimes committed on agricultural property. Appropriates funds.
