STAND. COM. REP. NO. 1418

Honolulu, Hawaii

RE:    S.R. No. 14

       S.D. 1

Honorable Ronald D. Kouchi

President of the Senate

Thirty-Third State Legislature

Regular Session of 2025

State of Hawaii

Sir:

Your Committee on Energy and Intergovernmental Affairs, to which was referred S.R. No. 14 entitled:

"SENATE RESOLUTION REQUESTING THE POSTMASTER GENERAL OF THE UNITED STATES POSTAL SERVICE TO RELOCATE THE PEARL CITY POST OFFICE TO THE UNITED STATES NAVY PROPERTY ON THE PEARL CITY PENINSULA,"

begs leave to report as follows:

The purpose and intent of this measure is to request the Postmaster General of the United States Postal Service to build a new and larger Pearl City Post Office at the United States Navy property on the Pearl City Peninsula with a larger parking lot for employees and customers.

Your Committee received testimony in support of this measure from the Pearl City Neighborhood Board No. 21.

Your Committee finds that the Pearl City Post Office was built in the 1970s at the northeast corner of Acacia Road and Kamehameha Highway.  According to testimony received by your Committee, the Pearl City Neighborhood Board No. 21 has received numerous complaints about the traffic congestion at that intersection.  Your Committee recognizes that there has been a major increase in parcel post packages due to more residents purchasing items online and notes the further increase in residents due to expected future transit-oriented development.  This measure offers a solution to mitigate traffic congestion at Acacia Road and Kamehameha Highway, alleviate the overcrowding of packages stored at the Pearl City Post Office warehouse, and anticipate the increased need for postal services in the Pearl City area.

Your Committee has amended this measure by:

     (1)  Amending its title; and

     (2)  Making technical, nonsubstantive amendments for the purposes of clarity and consistency.

As affirmed by the record of votes of the members of your Committee on Energy and Intergovernmental Affairs that is attached to this report, your Committee concurs with the intent and purpose of S.R. No. 14, as amended herein, and recommends its adoption in the form attached hereto as S.R. No. 14, S.D. 1.

Respectfully submitted on behalf of the members of the Committee on Energy and Intergovernmental Affairs,
