Sir:

 

     Your Committees on Energy and Intergovernmental Affairs and Transportation and Culture and the Arts, to which was referred S.R. No. 129 entitled:

 

"SENATE RESOLUTION URGING THE CONGRESS OF THE UNITED STATES TO CONTINUE TO PROVIDE FUNDING AND SUPPORT TO THE UKRAINIAN MILITARY IN ITS DEFENSE OF AGGRESSION FROM RUSSIA,"

 

beg leave to report as follows:

 

     The purpose and intent of this measure is to:

 

     (1)  Urge the Congress of the United States to continue to provide funding and support to the Ukrainian military in its defense of aggression from Russia; and

 

     (2)  Affirm this body's support of and solidarity with the free and independent people of Ukraine.

 

     Your Committees received testimony in support of this measure from the Environmental Caucus of the Democratic Party of Hawaiʻi and five individuals.

 

     Your Committees received testimony in opposition to this measure from the Hawaii Patriot Republicans and twenty-six individuals.

 

     Your Committees find that the United States and Ukraine have established diplomatic relations since Ukraine's independence from the Soviet Union.  Your Committees recognize that aid provided by the United States has allowed Ukraine to defend itself against Russian aggression, while providing necessary humanitarian relief for Ukraine's population.  This measure urges continued support of Ukraine's sovereignty and independence as its war with Russia hits its third year.

 

     Your Committees have amended this measure by making technical, nonsubstantive amendments for the purposes of clarity and consistency.

 

     As affirmed by the records of votes of the members of your Committees on Energy and Intergovernmental Affairs and Transportation and Culture and the Arts that are attached to this report, your Committees concur with the intent and purpose of S.R. No. 129, as amended herein, and recommend its adoption in the form attached hereto as S.R. No. 129, S.D. 1.
