Madame:

 

     Your Committee on Energy & Environmental Protection, to which was referred S.C.R. No. 93, S.D. 1, entitled:

 

"SENATE CONCURRENT RESOLUTION URGING THE GOVERNOR, MAYORS OF EACH COUNTY, AND THE STATE TO WORK TOWARDS A JUST CLIMATE FUTURE BY INTEGRATING INDIGENOUS KNOWLEDGE INTO POLICY AND DECISION-MAKING PROCESSES RELATED TO CLIMATE ADAPTATION, CLIMATE MITIGATION, AND CLIMATE RESILIENCY,"

 

begs leave to report as follows:

 

     The purpose of this measure is to urge the Governor, Mayors of each county, and the State to work toward a just climate future by integrating indigenous knowledge into policy and decision-making processes related to climate adaptation, climate mitigation, and climate resiliency.

 

     Your Committee received testimony in support of this measure from the Office of Hawaiian Affairs; Hawaii Climate Change and Health Working Group; 350Hawaii.org; Environmental Caucus of the Democratic Party of Hawaiʻi; Association of Hawaiian Civic Clubs; Coalition Earth; and numerous individuals.

 

     Your Committee finds that the impacts of climate change and federal-level actions that seek to reverse environmental progress pose a serious threat to the well-being of residents now and for generations to come.  Your Committee further finds that Native Hawaiians have developed and refined methods for collective survival and ecological practices that should be considered in the State's response to the climate crisis.  This measure encourages the integration of indigenous knowledge in the State's climate-related policies and efforts to mitigate climate change.

 

     As affirmed by the record of votes of the members of your Committee on Energy & Environmental Protection that is attached to this report, your Committee concurs with the intent and purpose of S.C.R. No. 93, S.D. 1, and recommends its adoption.
