Your Committee on Human Services & Homelessness, to which was referred S.C.R. No. 73, S.D. 1, entitled:
"SENATE CONCURRENT RESOLUTION REQUESTING THE OFFICE OF WELLNESS AND RESILIENCE TO DEVELOP A REPORT TO ADDRESS THE DEVELOPMENTAL NEEDS OF CHILDREN BORN DURING THE CORONAVIRUS DISEASE 2019 PANDEMIC,"
begs leave to report as follows:
Your Committee received testimony in support of this measure from the Office of Wellness and Resilience; Department of Education; Hawaiʻi Community Foundation; and one individual.
Your Committee finds that children born
during the coronavirus disease 2019 pandemic have experienced considerable
interruptions to their early development due to prolonged isolation,
inconsistent caregiving environments, and increased reliance on digital media. These conditions have contributed to notable
delays in social skills, emotional regulation, language development, and motor
coordination, which can have lasting effects on learning and behavior. This measure requests the Office of Wellness
and Resilience to assess the developmental needs of children born from 2018 to
2025 and recommend early intervention strategies. By identifying necessary supports, this
measure ensures that these children can overcome early setbacks and thrive
socially and academically.
As affirmed by the record of votes of the members of your Committee on Human Services & Homelessness that is attached to this report, your Committee concurs with the intent and purpose of S.C.R. No. 73, S.D. 1, and recommends its adoption.
