Madame:
Your Committee on Housing, to which was referred S.C.R. No. 60, S.D. 1, entitled:
"SENATE CONCURRENT RESOLUTION URGING THE HAWAII HOUSING FINANCE AND DEVELOPMENT CORPORATION TO DEVELOP A PLAN TO PRODUCE SUFFICIENT HOUSING TO MEET THE STATE'S DEMAND,"
begs leave to report as follows:
The purpose of this measure is to urge the Hawaii Housing Finance and Development Corporation to develop a plan to produce sufficient housing to meet the State's demand.
Your Committee finds that Hawaii's severe housing shortage is driving residents away and making it increasingly difficult for local families across a broad range of incomes to remain in the State. Despite rising demand, housing production has lagged, especially for ownership units and rentals for moderate- and higher-income households, while existing efforts have focused too narrowly on a limited income segment. This measure aims to help retain the State's workforce, stabilize housing costs, and ensure that Hawaii remains livable for its residents.
Your Committee has amended this measure by:
(1) Deleting language relating to the Hawaii Housing Finance and Development Corporation overbuilding certain rental units;
(2) Updating figures related to the 2019 Hawaii Housing Planning Study's housing demand projections;
(3) Inserting language relating to the establishment of an Affordable Housing Land Inventory Task Force through Senate Bill No. 26, S.D. 2, H.D. 2, (Regular Session of 2025);
(4) Clarifying information that the Corporation is requested to include in the plan; and
(5) Making a technical, nonsubstantive amendment for the purposes of clarity, consistency, and style.
As affirmed by the record of votes of the members of your Committee on Housing that is attached to this report, your Committee concurs with the intent and purpose of S.C.R. No. 60, S.D. 1, as amended herein, and recommends its adoption in the form attached hereto as S.C.R. No. 60, S.D. 1, H.D. 1.
