Madame:

 

     Your Committee on Economic Development & Technology, to which was referred S.C.R. No. 58, S.D. 1, entitled:

 

"SENATE CONCURRENT RESOLUTION URGING THE COUNTIES OF THE STATE TO INSTALL A MINIMUM SET OF ACCESSIBLE RECREATIONAL PLAYGROUND EQUIPMENT IN EACH PLAYGROUND LOCATED IN A COUNTY PARK AND TO ESTABLISH COMPREHENSIVE MAINTENANCE PLANS THAT ENSURE THE LONG-TERM SAFETY, CLEANLINESS, AND FUNCTIONALITY OF EACH PLAYGROUND,"

 

begs leave to report as follows:

 

     The purpose of this measure is to urge the counties of the State to install a minimum set of accessible recreational playground equipment in each playground located in a county park and to establish comprehensive maintenance plans that ensure the long-term safety, cleanliness, and functionality of each playground.

 

     Your Committee received testimony in support of this measure from the Disability and Communication Access Board; State Council on Developmental Disabilities; Hawaii Self-Advocacy Advisory Council; Hawaii Disability Rights Center; and three individuals.

 

     Your Committee finds that the State is committed to enhancing the inclusion of youth with physical, developmental, and intellectual disabilities in social activities and community involvement.  Your Committee further finds that playgrounds throughout the State should have accessible equipment to ensure that all youth, regardless of any disability, have the opportunity to participate in recreational and social activities.  This measure urges the counties to ensure that playground equipment at county parks is inclusive of children with disabilities and are maintained over the long term.

 

     As affirmed by the record of votes of the members of your Committee on Economic Development & Technology that is attached to this report, your Committee concurs with the intent and purpose of S.C.R. No. 58, S.D. 1, and recommends its adoption.
