Madame:

 

     Your Committee on Economic Development & Technology, to which was referred S.C.R. No. 51 entitled:

 

"SENATE CONCURRENT RESOLUTION REQUESTING THE OFFICE OF PLANNING AND SUSTAINABLE DEVELOPMENT TO CONVENE A WORKING GROUP TO EVALUATE THE ESTABLISHMENT AND ADMINISTRATIVE PLACEMENT OF AN OFFICE OF RESILIENCE AND RECOVERY,"

 

begs leave to report as follows:

 

     The purpose of this measure is to request the Office of Planning and Sustainable Development to convene a working group to evaluate the establishment and administrative placement of an Office of Resilience and Recovery.

 

     Your Committee received testimony in support of this measure from the Recovery and Resiliency Unit of the Office of the Governor and Office of Planning and Sustainable Development.

 

     Your Committee finds that the Hawaiʻi Climate Advisory Team was established in the aftermath of the Maui wildfires to propose policies that improve the State's ability to respond to disasters.  Your Committee further finds that the Advisory Team recommended that a permanent Hawaii Resilience Office be established to provide leadership and coordination to improve the State's preparedness for disasters.  Your Committee recognizes that the Advisory Team did not make a recommendation regarding the administrative placement of the Hawaii Resilience Office and believes that this measure will help determine the appropriate placement.

 

     As affirmed by the record of votes of the members of your Committee on Economic Development & Technology that is attached to this report, your Committee concurs with the intent and purpose of S.C.R. No. 51 and recommends that it be referred to your Committee on Finance.
