Madame:

 

     Your Committee on Transportation, to which was referred S.C.R. No. 38, S.D. 1, entitled:

 

"SENATE CONCURRENT RESOLUTION URGING THE COUNTY OF MAUI TO PRIORITIZE THE DEVELOPMENT AND PLANNING OF THE NORTHERN TERMINUS OF THE KIHEI NORTH-SOUTH COLLECTOR ROAD,"

 

begs leave to report as follows:

 

     The purpose of this measure is to urge the County of Maui to prioritize the development and planning of the northern terminus of the Kihei North-South Collector Road.

 

     Your Committee received testimony in support of this measure from the Kihei Community Association and two individuals.

 

     Your Committee finds that South Maui continues to experience worsening traffic congestion due to a lack of sufficient north-south transportation routes, particularly in the Kihei region.  Despite decades-old plans and federal funding allocations, critical segments of the North-South Collector Road, especially its northern terminus, remain incomplete, leaving  the region vulnerable to traffic delays, natural hazards, and compromised emergency access.  This measure aims to improve mobility and safety, and ensure infrastructure keeps pace with population growth.

 

     As affirmed by the record of votes of the members of your Committee on Transportation that is attached to this report, your Committee concurs with the intent and purpose of S.C.R. No. 38, S.D. 1, and recommends its adoption.
