Madame:

 

     Your Committee on Transportation, to which was referred S.C.R. No. 37 entitled:

 

"SENATE CONCURRENT RESOLUTION REQUESTING THE DEPARTMENT OF TRANSPORTATION AND DEPARTMENT OF TRANSPORTATION OF THE COUNTY OF MAUI TO COLLABORATE WITH THE KIHEI COMMUNITY ASSOCIATION IN THE PLANNING AND IMPLEMENTATION OF THE KIHEI MAUKA ROAD PROJECT,"

 

begs leave to report as follows:

 

     The purpose of this measure is to request the Department of Transportation and Department of Transportation of the County of Maui to collaborate with the Kihei Community Association in the planning and implementation of the Kihei Mauka Road project.

 

     Your Committee received testimony in support of this measure from the Department of Transportation; Kihei Community Association; and two individuals.

 

     Your Committee finds that the Kihei Community Association has long served as a vital voice for South Maui residents, advocating for infrastructure improvements to address traffic congestion and flooding.  As Kihei continues to grow, these issues increasingly threaten residents' quality of life and public safety.  This measure urges collaboration between state and county departments and the Kihei community to prioritize the Kihei Mauka Road project — an essential link in the North-South Collector Road that would improve traffic flow, increase emergency access, and support sustainable development in the region.

 

     Your Committee has amended this measure by:

 

     (1)  Changing all references of the Department of Transportation of the County of Maui to the Department of Public Works of the County of Maui;

 

     (2)  Changing its title to make technical amendments; and

 

     (3)  Making technical, nonsubstantive amendments for the purposes of clarity, consistency, and style.

 

     As affirmed by the record of votes of the members of your Committee on Transportation that is attached to this report, your Committee concurs with the intent and purpose of S.C.R. No. 37, as amended herein, and recommends that it be referred to your Committee on Finance in the form attached hereto as S.C.R. No. 37, H.D. 1.
