Madame:

 

     Your Committee on Economic Development & Technology, to which was referred S.C.R. No. 31, S.D. 1, entitled:

 

"SENATE CONCURRENT RESOLUTION ENDORSING TAIWAN'S INTERNATIONAL PARTICIPATION, SUPPORTING THE SIGNING OF A UNITED STATES-TAIWAN BILATERAL TRADE AGREEMENT, AND COMMEMORATING THE RELATIONSHIPS AND EXCHANGES BETWEEN THE STATE OF HAWAII AND TAIWAN,"

 

begs leave to report as follows:

 

     The purpose of this measure is to endorse Taiwan's international participation, support the signing of a United States-Taiwan bilateral trade agreement, and commemorate the relationships and exchanges between the State of Hawaii and Taiwan.

 

     Your Committee received testimony in support of this measure from the Department of Business, Economic Development, and Tourism; Department of Agriculture; Taipei Economic and Cultural Office in Honolulu; and one individual.

 

     Your Committee finds that the United States and Taiwan have a strong relationship rooted in a shared commitment to democracy, freedom, human rights, and free market economics.  Your Committee further finds that Hawaii and Taiwan have enjoyed a sister-state relationship since 1993 and engaged in a number of economic and cultural partnerships and exchanges during that time.  This measure encourages Taiwan's increased participation in international organizations, supports continued economic collaboration between the United States and Taiwan, and recognizes the long-standing relationship between Hawaii and Taiwan.

 

     As affirmed by the record of votes of the members of your Committee on Economic Development & Technology that is attached to this report, your Committee concurs with the intent and purpose of S.C.R. No. 31, S.D. 1, and recommends its adoption.
