Madame:

 

     Your Committee on Transportation, to which was referred S.C.R. No. 231, S.D. 1, entitled:

 

"SENATE CONCURRENT RESOLUTION REQUESTING THE DEPARTMENT OF TRANSPORTATION TO INSTALL AND UTILIZE ELECTRONIC SCANNING EQUIPMENT AT EACH STATE AIRPORT AND HARBOR TO SCAN FOR ILLEGAL FIREWORKS,"

 

begs leave to report as follows:

 

     The purpose of this measure is to request the Department of Transportation to install and utilize electronic scanning equipment at each state airport and harbor to scan for illegal fireworks.

 

     Your Committee received testimony in support of this measure from the Department of Transportation and one individual.

 

     Your Committee finds that the illegal importation and use of fireworks pose serious risks to public safety, property, and the environment in Hawaii, contributing to fires, injuries, and disturbances.  Current enforcement methods have proven inadequate in preventing the entry of these dangerous items, and enhanced screening at state airports and harbors is essential to intercept illegal fireworks.  Your Committee believes that the installation of modern electronic scanning equipment at these locations will strengthen enforcement efforts, prevent the distribution of illegal fireworks, and ensure safer communities across the State.

 

     As affirmed by the record of votes of the members of your Committee on Transportation that is attached to this report, your Committee concurs with the intent and purpose of S.C.R. No. 231, S.D. 1, and recommends its adoption.
