     Your Committee on Human Services & Homelessness, to which was referred S.C.R. No. 22 entitled:

 

"SENATE CONCURRENT RESOLUTION REQUESTING THE HAWAII EMERGENCY MANAGEMENT AGENCY TO COLLABORATE WITH RELEVANT AGENCIES TO DEVELOP INITIATIVES AND OUTREACH PROGRAMS TO INFORM KUPUNA ABOUT EMERGENCY PREPAREDNESS,"

 

begs leave to report as follows:

 

     The purpose of this measure is to request the Hawaii Emergency Management Agency to collaborate with relevant agencies to develop initiatives and outreach programs to inform kupuna about emergency preparedness.

 

     Your Committee received testimony in support of this measure from the Hawaiʻi Family Caregiver Coalition; AARP Hawaiʻi; Be Ready Manoa; Kaneohe/Kahaluu Community Emergency Response Team; and one individual.

 

     Your Committee finds that Hawaii's unique vulnerability to natural disasters requires thorough preparedness strategies that reflect the needs of its diverse population.  Kupuna, who represent an increasingly large segment of Hawaii residents, face heightened risks during emergencies due to factors such as reduced mobility, chronic health conditions, and barriers to accessing timely alerts and information.  Enhancing the emergency readiness of older adults not only protects their health and safety but also alleviates pressure on emergency responders.  Therefore, this measure requests the Hawaii Emergency Management Agency to collaborate with relevant stakeholders in developing outreach and public education campaigns that empower seniors to better manage disaster scenarios.

 

     As affirmed by the record of votes of the members of your Committee on Human Services & Homelessness that is attached to this report, your Committee concurs with the intent and purpose of S.C.R. No. 22 and recommends its adoption.
