Your Committee on Transportation, to which was referred S.C.R. No. 200, S.D. 1, entitled:
"SENATE CONCURRENT RESOLUTION REQUESTING THE OAHU METROPOLITAN PLANNING ORGANIZATION TO CONTINUE TRANSPORTATION MANAGEMENT TRAINING PROGRAMS THAT FOCUS ON EDUCATING KEY DECISION MAKERS RESPONSIBLE FOR TRANSPORTATION POLICY, PLANNING, FUNDING, AND IMPLEMENTATION,"
begs leave to report as follows:
Your Committee finds that Hawaii faces high transportation costs per capita and disproportionately high rates of transportation-related fatalities and injuries. These challenges are compounded by fragmented governance across multiple agencies, making cohesive, effective implementation difficult. This measure supports continued training programs by the Oahu Metropolitan Planning Organization to provide decision makers with peer-to-peer learning and access to best practices from successful jurisdictions, enabling the State to reduce transportation costs, improve safety outcomes, and build a more efficient and equitable multimodal transportation system.
As affirmed by the record of votes of the members of your Committee on Transportation that is attached to this report, your Committee concurs with the intent and purpose of S.C.R. No. 200, S.D. 1, and recommends its adoption.
