Madame:

 

     Your Committee on Judiciary & Hawaiian Affairs, to which was referred S.C.R. No. 184 entitled:

 

"SENATE CONCURRENT RESOLUTION REQUESTING EACH COUNTY POLICE DEPARTMENT TO INCREASE ENFORCEMENT AGAINST OUT-OF-STATE VEHICLES OPERATING ON PUBLIC ROADWAYS THAT HAVE NOT BEEN PROPERLY REGISTERED IN THE APPROPRIATE COUNTY,"

 

begs leave to report as follows:

 

     The purpose of this measure is that each county police department is requested to increase enforcement against out-of-state vehicles operating on public roadways that have not been properly registered in the appropriate county.

 

     Your Committee received testimony with comments for this measure from two individuals.

 

     Your Committee finds that vehicles that avoid Hawaii registration fees shift the cost of road maintenance to law-abiding residents. Unregistered vehicles might not meet Hawaii's inspection or insurance standards. Your Committee believes that this measure will accomplish the goals of encouraging stronger enforcement of vehicle registration laws.

 

     As affirmed by the record of votes of the members of your Committee on Judiciary & Hawaiian Affairs that is attached to this report, your Committee concurs with the intent and purpose of S.C.R. No. 184 and recommends its adoption.
