Your Committee on Transportation, to which was referred S.C.R. No. 181, S.D. 1, entitled:
"SENATE CONCURRENT RESOLUTION URGING THE DEPARTMENT OF TRANSPORTATION TO ESTABLISH A WORKING GROUP ON LOWERING THE LEGAL LIMIT OF BLOOD ALCOHOL CONCENTRATION TO 0.05 GRAMS OF ALCOHOL PER ONE HUNDRED MILLILITERS OF BLOOD WITH THE INTENT OF PRIORITIZING SAFETY AND SAVING LIVES ON HAWAII'S ROADS,"
begs leave to report as follows:
Your Committee received testimony in support of this measure from the Office of the Governor; Department of Transportation; Hawaii Substance Abuse Coalition; Hawai‘i Alcohol Policy Alliance; and Mothers Against Drunk Driving Hawaii. Your Committee received testimony in opposition to this measure from one individual.
Your Committee finds that alcohol-impaired driving continues to be a major public safety issue, contributing to thousands of fatalities annually across the United States, including a significant portion of traffic deaths in Hawaii. Studies show that drivers with a blood alcohol concentration between 0.05 and 0.08 percent face greatly increased risk of fatal crashes. This measure supports data-driven recommendations that prioritize saving lives and improving roadway safety for all residents and visitors in the State by looking at reducing the legal limit of blood alcohol concentration to 0.05.
Your Committee has amended this measure by:
(1) Requesting the Director of Transportation to serve as the Chairperson of the working group;
(2) Adding the chairs of the Senate and House of Representatives committees with primary jurisdiction over transportation to the working group; and
(3) Making technical, nonsubstantive amendments for the purposes of clarity, consistency, and style.
As affirmed by the record of votes of the members of your Committee on Transportation that is attached to this report, your Committee concurs with the intent and purpose of S.C.R. No. 181, S.D. 1, as amended herein, and recommends that it be referred to your Committee on Judiciary & Hawaiian Affairs in the form attached hereto as S.C.R. No. 181, S.D. 1, H.D. 1.
